On measures to prevent and suppress manifestations of terrorism and extremism

Decree of the President of the Republic of Kazakhstan dated February 10, 2000 No. 332.

In order to prevent and suppress manifestations of terrorism and extremism, and to prevent their spread on the territory of Kazakhstan, I hereby decree:

     1. To the Government of the Republic of Kazakhstan: R000033

     1) to streamline the visa regime in the bilateral and multilateral formats of interstate relations;

     2) strengthen control over the storage, use, and import/export of weapons, ammunition, and military equipment;

     3) to develop a system of measures for state regulation and control of tourist and other migration flows;

     4) consider joining international conventions on combating terrorism, as well as concluding international agreements on cooperation in combating terrorism and extremism, exchanging experience and training specialists with countries with positive experience in this field.

     2. To the Ministry of Culture, Information and Public Consent of the Republic of Kazakhstan: U060073

     1) to monitor the activities of religious associations;

     2) to ensure the religious studies expertise of the literature distributed in the country.

     3. The Ministry of Transport and Communications of the Republic of Kazakhstan, together with interested government agencies, should develop measures to streamline international aviation, rail, sea, river and automobile communications.

     4. The Ministry of Internal Affairs of the Republic of Kazakhstan should ensure strict control over the observance by foreign citizens and stateless persons of the rules of stay in the territory of Kazakhstan.

     5. To the Ministry of Education and Science of the Republic of Kazakhstan:

     1) to conduct an expert examination of international exchanges of students and teachers of higher educational institutions;

     2) to develop a program and textbook on the basics of religious studies for the graduating classes of secondary schools.

     6. The Customs Committee of the Ministry of State Revenue of the Republic of Kazakhstan should establish additional customs control points in the southern, south-western and western directions at the expense of the available staff.

     7. The Prosecutor General's Office of the Republic of Kazakhstan shall, within three months, verify the observance of legality by religious associations and religious educational institutions, as well as charitable, cultural and educational organizations with foreign participation.

     8. To entrust the National Security Committee of the Republic of Kazakhstan with coordinating the activities of state bodies in the fight against terrorism and extremism.

     9. The National Security Committee of the Republic of Kazakhstan, the Ministry of Internal Affairs of the Republic of Kazakhstan and the Presidential Security Service of the Republic of Kazakhstan should strengthen counter-terrorism units, as well as strengthen operational investigative activities to prevent and suppress terrorism and extremism.

     10. Akims of regions, Astana and Almaty cities:

     1) starting from the first quarter of 2000, allocate the necessary funds for the deportation of illegal migrants outside the country ;

     2) develop and implement a set of measures to ensure the safety of buildings of central and local executive bodies, life support facilities of the regions and other strategic facilities, as well as venues for important socio-political events.

     11. Control over the implementation of this Decree is entrusted to the Assistant to the President of the Republic of Kazakhstan, Secretary of the Security Council of the Republic of Kazakhstan, M.M. Tazhin.

     12. This Decree comes into force from the date of signing.
