On measures to improve the system of combating crime and corruption
Decree of the President of the Republic of Kazakhstan dated April 20, 2000 No. 377.
In order to improve the system of combating crime and corruption, I decree:
1. Considering that anti-corruption activities have become systemic, it has become one of the main areas of work of law enforcement agencies and in order to raise the level of the fight against corruption:
1) submit quarterly to meetings of the Security Council of the Republic of Kazakhstan issues of combating corruption, which poses a threat to the national security of the country, in order to develop and improve a system of strategic and tactical anti-corruption measures;
2) The Head of the Presidential Administration of the Republic, together with the Assistant to the President of the Republic for National Security Issues, the Secretary of the Security Council of the Republic, within one month, submit proposals to the Head of State on the creation of a working body of the Security Council responsible for analyzing the state of the country's economic security and anti-corruption activities;
3) coordination and control over the work of law enforcement agencies should be carried out by the Department of the Law Enforcement System of the Security Council of the Republic of Kazakhstan, abolishing the State Commission of the Republic of Kazakhstan on Combating Corruption with the transfer of powers to manage property and affairs of the Presidential Administration.

2. To the Government of the Republic of Kazakhstan:
1) by October 1, jointly with the working bodies of the Security Council, to develop and submit to the Head of State a draft Concept for combating economic offenses, which provides for a set of organizational, legal and economic measures to prevent and suppress illicit trafficking in financial and other material resources.;
2) to develop and approve a crime control Program by November 1;
3) in the draft republican budget for 2001, by rationalizing and redistributing financial resources, provide for an increase in salaries for judges and law enforcement officials, setting differentiated salaries for the latter depending on the degree of participation in the implementation of specific tasks of law enforcement and combating crime;
4) to take measures to enhance the role of local executive bodies in ensuring law and order, to consider at Government meetings the reports of the akims of the regions where the criminogenic situation is most difficult, raising the question of the responsibility of the officials responsible for this local executive bodies;
5) with the participation of the Prosecutor General's Office of the Republic of Kazakhstan, take measures to expand international law enforcement cooperation in combating organized transnational crime;
6) take other measures resulting from this Decree.
3. The Agency of the Republic of Kazakhstan for Civil Service Affairs shall, within one month, submit proposals to the head of State for consideration to empower the agency and its territorial bodies to consider disciplinary cases of administrative civil servants who have committed corruption offenses punishable by disciplinary procedure.
4. To establish that the akims of the regions, Astana and Almaty cities are personally responsible for ensuring law and order.
To the specified akims:
1) take measures to address issues of social rehabilitation of persons released from prison;
2) adopt and ensure the implementation of regional programs for the prevention of offenses among minors and youth, combating drunkenness and drug addiction.
5. Administration of the President of the Republic of Kazakhstan:
1) monitor the activities of law enforcement agencies, strengthen coordination of their work, and make proposals for further improvement of law enforcement activities;
2) ensure control over the implementation of this Decree.
6. This Decree comes into force from the date of signing.
