On holding meetings of akims with the population
Decree of the President of the Republic of Kazakhstan dated March 3, 2022 No. 826.
In accordance with articles 17 and 21 of the Constitutional Law of the Republic of Kazakhstan "On the President of the Republic of Kazakhstan" and in order to further democratize society, inform the public about the reforms being carried out in the country, and increase transparency, responsibility, and accountability of local executive bodies, I HEREBY DECREE:
1. Akims of all levels should hold meetings with the population throughout the year, during which they should inform about the main directions of the new course of modernization of Kazakhstan, with an emphasis on social issues of concern to the population, and explain ways and deadlines for solving problematic issues.
2. Akims of regions, cities of republican significance, the capital:
1) annually, until January 15, to develop and, with the notification of the Maslikhat, approve a flexible annual calendar of meetings of akims with the population (hereinafter referred to as the calendar), providing for the holding of:
at least one field meeting of the akim of the region once a year in each district and city of regional significance;
once a year, at least one visiting meeting of the akim of the city of republican significance, the capital in each district of the city;
at least one field meeting of the akim of the district every six months in each village, village, rural district, city of regional significance;
once every six months, at least one field meeting of the akim of the city of regional and district significance, rural district in each district (subdistrict), village, settlement, part of the city, rural district;
at least one meeting of the akim of a village, settlement, or district in a city every six months.
If necessary, it is allowed to adjust the calendar with subsequent notification to the maslikhat.;
2) submit an approved calendar to the Government of the Republic of Kazakhstan annually by January 20.

3. Akims of all levels:
1) to hold meetings with the public outside the calendar at the request of the population and, if necessary,;
2) to ensure, taking into account technical capabilities, that meetings are held with the organization of online broadcasts with the mandatory possibility of public comments on official social media accounts, as well as, if necessary, videoconferencing;
3) spend no more than one quarter of the time scheduled for the meeting with the presentation of the report, the rest of the time in the Q&A format;
4) provide prior meetings with the public:
creation of a commission to collect requests and suggestions from the public to create a pool of problematic issues, including with the participation of members of the local community assembly and public councils;
collection and analysis of requests and suggestions from the population received on the Internet portal of open data and the blog platform of akims, as well as in other forms of communication;
conducting information and campaigning work in the mass media, including in regional print media, on radio, official Internet resources and the e-government web portal, the open data Internet portal, as well as on the official accounts of akimats (akims' offices), in social networks and publicly accessible places;
organization of the announcement of the akim's meeting with the population:
two weeks before the day of the meeting held by the akim of the region, the city of republican significance and the capital, the district, the city of regional and district significance;
a week before the day of the meeting held by the akim of the village, village, rural district, district in the city;
5) after holding meetings with the public:
to hold personal receptions of citizens together with the leadership of local executive bodies, prosecutor's offices and internal affairs, deputies of the maslikhat, members of public councils, local intelligentsia;
to systematize problematic issues with consideration of the possibility of financing them at the Maslikhat session;
Ensure that, no later than ten calendar days from the date of completion of meetings and reception of citizens, information on the results of meetings, a list of problematic issues, an action plan for resolving problematic issues, indicating specific deadlines for their resolution, and responsible performers are posted in the media, including on official Internet resources and the e-government web portal.;
On a quarterly basis, by the 25th of the month following the reporting period, information on the progress of resolving problematic issues raised by the population at meetings is posted on official Internet resources and the e-Government web portal.
4. Akimats and akims' offices should involve a wide audience of interested persons in meetings, including deputies of maslikhats, representatives of parties, public organizations and the opposition.
5. The Government of the Republic of Kazakhstan should ensure:
1) submission to the Administration of the President of the Republic of Kazakhstan of approved regional calendars annually until February 1 of the year following the reporting year;
2) collecting a list of problematic issues requiring solutions at the level of central executive bodies, national holdings and companies, and proposals for their solution annually until February 15 and August 15 of the year following the reporting year;
3) posting on the official Internet resources of central executive bodies, national holdings, companies and quarterly updating of the list of problematic issues within their competence from among those raised by the population following the results of field meetings of akims with the population, indicating solutions and the progress of their implementation.
6. To invalidate certain decrees of the President of the Republic of Kazakhstan in accordance with the annex to this Decree.
7. Control over the implementation of this Decree is entrusted to the Administration of the President of the Republic of Kazakhstan.
8. This Decree shall enter into force from the date of its first official publication.
