In order to further strengthen social harmony in the country, enhance the role of the Assembly of the People of Kazakhstan in ensuring the national unity of the people of Kazakhstan

I DECREE:

1. Declare 2015 the Year of the Assembly of the People of Kazakhstan.

2. To form a State Commission for the organization and conduct of the Year of the Assembly of the People of Kazakhstan (hereinafter referred to as the State Commission).

3. Approve the attached documents:

1) Regulations on the State Commission;

2) the composition of the State Commission.

4. This Decree shall enter into force from the date of its signing.

Regulations of the State Commission for the Organization and Holding of the Year of the Assembly of the People of Kazakhstan1. General provisions

1. The State Commission for the Organization and Conduct of the Year of the Assembly of the People of Kazakhstan (hereinafter referred to as the State Commission) is an advisory body under the President of the Republic of Kazakhstan.

2. The State Commission is guided in its activities by the Constitution, laws of the Republic of Kazakhstan, acts of the Head of State and the Government of the Republic of Kazakhstan, other regulatory legal acts, as well as this regulation.

3. The Chairman of the State Commission is the Secretary of State of the Republic of Kazakhstan. The composition of the State Commission is approved by the President of the Republic of Kazakhstan.

2. The main tasks of the State Commission

4. The main tasks of the State Commission are to prepare and organize the celebration of the Year of the Assembly of the People of Kazakhstan in 2015.

5. The State Commission performs the following functions:

1) elaboration and submission to the Head of State of proposals on the organization and holding of the Year of the Assembly of the People of Kazakhstan;

2) making proposals to the Head of State on monitoring the implementation of the National Action Plan for the organization and holding of the Year of the Assembly of the People of Kazakhstan.

3. Powers of the State Commission

6. The State Commission, within the limits of its competence, has the right:

1) request from central and local government agencies information, documents and materials necessary for the performance of assigned tasks;

2) to hear representatives of central and local government agencies and other organizations at meetings of the State Commission on issues within the competence of the State Commission.;

3) to create working groups in order to develop proposals on specific problems and issues within the competence of the State Commission.;

4) to make decisions on issues within its competence.

4. Organization of the activities of the State Commission

7. Meetings of the State Commission are held as necessary, but at least once a quarter.

8. Meetings of the State Commission are valid in the presence of two thirds of the total number of members of the State Commission.

9. Decisions of the State Commission are made by a majority vote of the total number of its members present at the meeting. If the votes of the members of the State Commission are equal, the chairman's vote is decisive.

10. Officials who are not members of the State Commission, as well as representatives of public organizations, ethno-cultural associations, the Assembly of the People of Kazakhstan and the mass media may be invited to meetings of the State Commission.

11. Chairman of the State Commission:

1) directs the activities of the State Commission and chairs its meetings;

2) informs the President of the Republic of Kazakhstan about the work done by the State Commission;

3) determines the agenda and signs the minutes of the meeting of the State Commission.

12. In the absence of the Chairman, his duties are performed by a deputy designated by the Chairman.

13. Secretary of the State Commission:

1) inform the members of the State Commission about the time and place of its meetings;

2) organizes the preparation of materials for the meetings of the State Commission;

3) draws up the minutes of the meeting of the State Commission;

4) submits to the Chairman of the State Commission a report prepared by its members on the work done to implement its decisions.;

5) performs other functions on behalf of the Chairman of the State Commission.

14. The Secretary of the State Commission is not a member of it.

15. The Ministry of Culture and Sports of the Republic of Kazakhstan is the working body of the State Commission.

The working body of the State Commission:

1) provides information and analytical support for the activities of the State Commission;

2) conducts official correspondence with government agencies, officials and organizations on issues within the competence of the State Commission;

3) exercises other powers necessary to ensure the activities of the State Commission.

16. Central and local government agencies assist the State Commission in carrying out its tasks.
