In order to form a single (common) educational space of the Commonwealth of Independent States
I decree:
1. To approve the Agreement on Cooperation on the formation of a single (common) educational space of the Commonwealth of Independent States, signed in Moscow on January 17, 1997.
2. The Government of the Republic of Kazakhstan should take measures to implement the Cooperation Agreement on the formation of a single (common) educational space of the Commonwealth of Independent States. 3. This Decree comes into force from the date of signing.

The States Parties to this Agreement, represented by their Governments, hereinafter referred to as the Parties, taking into account the provisions of the Agreement on Cooperation in the Field of Education of May 15, 1992, taking into account the close ties that have developed between the peoples of the Commonwealth of Independent States in the field of education, realizing the importance of cooperation between the Parties in the development of the education systems of their states, including through the formation of a unified educational space, Guided by the provisions of the Concept of Forming a single (common) educational Space of the Commonwealth of Independent States, we agreed on the following:
Article 1
Taking into account the development of integration processes in the Commonwealth of Independent States, the Parties will take coordinated measures to form a single (common) educational space within the Commonwealth (hereinafter referred to as the single educational space).
Article 2
In order to form a unified educational space, the Parties will: create a mechanism for coordinating integration processes in the field of education, training and certification of scientific and scientific-pedagogical personnel; determine financial and economic parameters and a mechanism for implementing joint projects in the field of education, training and certification of scientific and scientific-pedagogical personnel; ensure free access to educational information in accordance with national legislation. and scientific and technical information; They will develop the necessary legal framework for cooperation in the field of education, establishing requirements and a mechanism for mutual recognition of the equivalence of educational documents, academic degrees and titles.
Article 3
To implement this Agreement, the Parties shall establish a Council for Cooperation in the field of Education of the Member States of the Commonwealth of Independent States, which shall carry out its activities in accordance with its Regulations, which are an integral part of this Agreement.
Article 4
The parties will create a unified information system on education, training and certification of scientific and scientific-pedagogical personnel.
Article 5
The Parties will take measures to bring together the norms of the national legislation of the Parties in the field of education, training and certification of scientific and scientific-pedagogical personnel.
Article 6
The parties will cooperate in the development and application of state educational standards, standards and requirements for the training and certification of scientific and scientific-pedagogical personnel, as well as in the preparation of teaching materials, the creation of databases on education, training and certification of scientific and scientific-pedagogical personnel in their countries.
Article 7
The Parties will create the necessary legal framework and take appropriate organizational measures in order to provide citizens of the Parties with equal rights to receive education with citizens of the Parties in whose territory they study. The regulation of admission and training in educational institutions of the ministries and departments of defense, security, internal affairs, border and customs services is determined by bilateral agreements of the Parties.
Article 8
The Parties will adhere to the agreed principles in the field of training, certification, retraining and advanced training of teachers and scientific and pedagogical staff.
Article 9
The parties will coordinate joint participation in the activities of international organizations, the implementation of international programs and the development of international projects in the field of education, training and certification of scientific and scientific-pedagogical personnel and scientific research.
Article 10
The Parties will regularly exchange information on specific activities carried out in accordance with this Agreement.
Article 11
This Agreement does not affect the rights and obligations of the Parties in relation to third countries.
Article 12
This Agreement may be amended and supplemented with the general consent of the Parties.
Article 13
Disputes related to the application or interpretation of this Agreement are resolved through consultations and negotiations between the Parties concerned.
Article 14
This Agreement shall enter into force on the date of deposit with the depositary of the third notification on the fulfillment by the signatories of the internal procedures necessary for the entry into force of the Agreement. For the Parties who have completed the necessary procedures later, it shall enter into force on the day of the deposit of the relevant documents to the depositary.
Article 15
This Agreement is open for accession by any State that recognizes the provisions of the Agreement and expresses its willingness to comply with them in full. Accession to this Agreement is carried out with the consent of all Parties.
Article 16
Each Party may withdraw from this Agreement by sending a written notification to the depositary no later than 6 months prior to withdrawal.
Done in Moscow on January 17, 1997, in one original copy in the Russian language. The original copy is kept at the Executive Secretariat of the Commonwealth of Independent States, which will send a certified copy to each signatory State of this Agreement.

Regulations on the Council for Cooperation in the Field of Education of the Member States of the Commonwealth of Independent States
I. General provisions
1. The Council for Cooperation in the Field of Education of the Member States of the Commonwealth of Independent States (hereinafter referred to as the Council) The mission is to further develop cooperation in the field of education, training and certification of scientific and scientific-pedagogical personnel of the CIS member states through state educational authorities, certification of scientific and scientific-pedagogical personnel, educational institutions, international, regional and national associations and associations operating in the field of education, training and certification of personnel. 2. In its activities, the Council is guided by the generally recognized principles of international law, the fundamental documents of the Commonwealth of Independent States and this Regulation. 3. The working language of the Council is Russian.
II. Council functions
The Council promotes the formation of a unified educational space of the Commonwealth of Independent States, including: examines the issues of cooperation in the field of education, training and certification of scientific and scientific-pedagogical personnel, analyzes the implementation of multilateral agreements on cooperation in the field of education, training and certification of scientific and scientific-pedagogical personnel; examines opportunities for further development of cooperation in the field of education, training and certification of scientific and scientific-pedagogical personnel, including interaction between state and public structures, studying educational processes and trends in the development of education, training and certification of scientific and scientific-pedagogical personnel within the Commonwealth in accordance with the interests of the member states of the Commonwealth; considers and prepares drafts of multilateral programs in the field of education, training and certification of scientific and scientific-pedagogical personnel and submits them in accordance with the established procedure to the statutory bodies of the Commonwealth, conducts joint activities within the competence of the Council; assists education bodies, training and certification of scientific and scientific-pedagogical personnel, public and non-governmental organizations of the member statesparticipants of the Commonwealth of Independent States in the field of formation of the common educational space of the Commonwealth; studies and summarizes the experience of the Commonwealth member States in providing social protection for students and educators, training and certification of scientific and scientific-pedagogical personnel, mutual recognition of the equivalence of documents on their qualifications within the Commonwealth; coordinates the activities of the Commonwealth member States in the field of training scientific and scientific-pedagogical personnel and mutual recognition of the equivalence of documents on their qualifications; qualifications within the framework of the Commonwealth.
III. The order of formation of the Council
1. The Council is composed of authorized representatives of the member States of the Commonwealth of Independent States (two from each State). Each State has one vote. The President (representative) is a voting member of the Council. The International Academy of Sciences of Higher Education. By its decision, representatives of international and national organizations engaged in education, training and certification of scientific and scientific-pedagogical personnel in the member States of the Commonwealth of Independent States, as well as other organizations interested in the Council's activities, may participate in a meeting of the Council with an advisory vote. 2. The Chairman of the Council and his deputy are elected by the Council in turn from among the members of the Council - plenipotentiary representatives of the member States of the Commonwealth.
IV. Organization of work
1. Meetings of the Council shall be held as necessary, but at least twice a year, and shall be recognized as competent if they are attended by at least two thirds of the representatives of the States parties to the Agreement on Cooperation in the Formation of a Single (Common) Educational Space of the Commonwealth of Independent States. The venue of the next meeting is determined by prior agreement of the Council members. 2. Decisions of the Council are taken by a simple majority of votes, unless otherwise determined by the Council, and are advisory in nature. Any member of the Council can declare his disinterest in a particular issue, which should not be considered as an obstacle to making a decision. Members of the Council who disagree with its decision may express a dissenting opinion, which is included in the minutes of the meeting. 3. The Council submits draft documents for consideration by the Council of Heads of State and the Council of Heads of Government of the Commonwealth of Independent States in accordance with the Rules of Procedure of the Council of Heads of State and the Council of Heads of Government of the Commonwealth of Independent States dated May 17, 1996. 4. The Council may establish working commissions and expert groups to prepare questions for its meetings, analytical and informational materials. 5. Meetings of the Council shall be formalized by minutes, which shall be signed by the Chairman of the Council and sent to the Executive Secretariat of the Commonwealth of Independent States. 6. The rules of procedure of the Council are determined by it independently. 7. The decision to reorganize or abolish the Council is made by the Council of Heads of Government of the Commonwealth of Independent States.
V. Financing
1. The costs of holding a meeting of the Council shall be borne by the member State of the Commonwealth in whose territory the meeting of the Council is being held. The expenses for the secondment of the Council members are borne by the sending State. 2. Organizational and technical support for the Council's activities is provided by the relevant department in the structure of the Executive Secretariat of the Commonwealth of Independent States. 3. The financing of the multilateral programs provided for in Section II shall be formalized by additional documents.
