    To approve the agreement between the Republic of Kazakhstan, the Kyrgyz Republic and the Republic of Uzbekistan on the organization and establishment of a collective peacekeeping Battalion within the UN, signed in Zhambyl on December 15, 1995.

                              Agreement  

    The Republic of Kazakhstan, the Kyrgyz Republic and the Republic of Uzbekistan, hereinafter referred to as the parties, as members of the United Nations, shared the high responsibility of the international community for maintaining peace in the world, taking into account the presence of a high potential for tension in various regions of the world, seeking to make a joint contribution to the UN efforts to resolve crises, prevent the threat of war and maintain peace:    

                               Article 1 1. The Parties undertake to establish a collective peacekeeping Battalion within the framework of the United Nations, known as the Central Asian peacekeeping Battalion and hereinafter referred to as the Centralazbat, in order to fulfill its mission on the principles of the activities of the UN military and peacekeeping forces.        2.the structure, command and management of the Central Command, as well as the limitation of responsibilities within the battalion, will be determined by agreement between the parties.        3. The center consists of contract and volunteer personnel from among the military personnel and military-trained citizens of the parties.        4.the quantitative composition of the Central Government shall be determined by agreement of the parties in accordance with the structure and composition of the central government and in coordination with the UN mission.    

                               Article 2 1. for the purposes of training and training the personnel of the Central settlement, the parties shall, in agreement with each other, establish appropriate national peacekeeping units.        2.national peacekeeping units shall be under the control of the relevant bodies of the parties until they come under the control of the Central Command.    

                               Article 3 financing and material and technical equipment of the personnel of the center will be organized in accordance with special agreements between the Republic of Kazakhstan, the Kyrgyz Republic and the Republic of Uzbekistan, on the one hand, and the UN, on the other.    

                               Article 4 1. Terms of service, payment, payment of taxes, as well as social and legal guarantees for the personnel of the Center for the period of service at their permanent location, as well as for the period of their stay on the territory of the other party (training, training, classes, etc.) are subject to agreement by the parties by concluding a separate agreement.        2. Guiding the operations of UN peacekeeping missions on the territory of the second state, as well as their duties, responsibilities and rights at the location, are determined by the UN mandate, as well as additional agreements between the parties.    

                               Article 5 to resolve urgent issues related to the establishment of the Central Government, the parties shall establish a joint working group (ESP), which shall be approved by the Council of Heads of government on the basis of consensus.    

                               Article 6 1. this agreement is temporarily valid from the date of its signing and comes into force from the moment the parties declare to each other about the implementation of the necessary internal state procedures and will continue to be valid until one of the parties notifies the other parties in writing about its desire to withdraw from this Agreement. The agreement will cease to exist only six months after such a declaration, but only after the completion of the peacekeeping operation conducted by the Center.        2. All issues related to the expiration of the agreement will be resolved by a special commission appointed by the Council of Heads of government.  

    Issues related to the interpretation and announcement of this Agreement may be resolved only through three-time consultations between the parties.

                              Agreement  

        Guided by the decision of the Government of the Republic of Kazakhstan, the Government of the Kyrgyz Republic and the Government of the Republic of Uzbekistan, the heads of states of the Republic of Kazakhstan, the Kyrgyz Republic and the Republic of Uzbekistan on the creation of a peacekeeper Battalion within the framework of the UN, the agreement between the Republic of Kazakhstan, the Kyrgyz Republic and the Republic of Uzbekistan on the organization and,        seeking to create favorable conditions for timely and high-quality material and technical support of the peacekeeper battalion, he agreed on the following:    

                               Article 1 each of the parties shall independently carry out the units included in the peacekeeping battalion with personnel, weapons, equipment, physical and plate property in the number of agreed norms established by the ministries of defense of the parties in accordance with the staff.    

                               Article 2 each party shall provide the servicemen of the peacekeeping battalion with an independent monetary share according to the unified norms established by the ministries of defense of the parties.        A single means of payment at the location of the peacekeeper battalion is the currency of the host state.        At the location of the peacekeeper Battalion, the exchange of currencies is carried out in accordance with the laws of the host state.    

                               Article 3 The Host party carries out the deployment of the peacekeeper battalion in a military camp, providing it with the available property of the apartment-operational service and stationary means of communication.    

                               Article 4 all other expenses related to ensuring the activities and maintenance of the personnel of The Peacemaker Battalion, the use of municipal and household services, the infrastructure necessary for the performance of the tasks set, material means and other services provided by the parties are carried out at the expense of share contributions of the parties. Here, the volumes of share contributions of the parties are established in accordance with the Annex to this Agreement.

    If necessary, the parties will conduct consultations to resolve issues of mutual settlements.  

                               Article 5  

    The parties will carry out the repair of military equipment and weapons at the expense of their own forces and funds.  

                               Article 6  

        For the material and technical support of the peacekeeper battalion, each party ensures the unhindered transfer of military cargo delivered by air and ground transport in accordance with the established procedure through its territory on the basis of military permits issued by the Ministries of defense of the parties to import (export) without a license and without receiving customs duties and taxes.  

                               Article 7  

    All disputes arising during the implementation of this agreement will be resolved by the parties through mutual consultations and the conclusion of additional agreements.  

                               Article 8  

    This agreement comes into force from the moment of its signing.

    Each party has the right to withdraw from this agreement by sending a corresponding written notice to the depositary.  

    The agreement shall cease to be valid for this party as soon as the depositary receives this notification, after the expiration of six months.  

    Made in Tashkent on April 5, 1996 in one original copy in Russian.  

    The original copy is stored in the Executive Committee of the Interstate Council of the Republic of Kazakhstan, the Kyrgyz Republic and the Republic of Uzbekistan, which sends a certified copy to each signatory state of this Agreement.
