Decree of the President of the Republic of Kazakhstan dated December 31, 2020 No. 485.

In accordance with paragraph 2 of Article 17 of the Law of the Republic of Kazakhstan "on the Civil Service of the Republic of Kazakhstan", I HEREBY DECREE:

The footnote. The preamble is in the wording of the Decree of the President of the Republic of Kazakhstan dated 04/13/2023 No. 195 (effective from the date of its first official publication).

1. To approve the attached qualification requirements for individual political government positions.

2. This Decree shall enter into force from the date of its first official publication.

QUALIFICATION Requirements for individual political government positions

Chapter 1. General provisions

1. The present qualification requirements for certain political government positions (hereinafter referred to as – qualification requirements) were developed in accordance with paragraph 2 of Article 17 of the Law of the Republic of Kazakhstan "On Civil Service of the Republic of Kazakhstan" for holding political government positions of the First Deputy Head of the Government Staff of the Republic of Kazakhstan, Government Representative in the Kurultai of the Republic of Kazakhstan, Deputy Heads of the Government Staff of the Republic of Kazakhstan, first deputies and deputy heads of government bodies, directly subordinate to and accountable to the President of the Republic of Kazakhstan (with the exception of the Administration of the President of the Republic of Kazakhstan, the National Bank of the Republic of Kazakhstan, the Agency of the Republic of Kazakhstan for the Development and Regulation of the Financial Market, law enforcement and special government agencies), first deputies and deputy ministers appointed by the Government of the Republic of Kazakhstan, first deputies, deputies and heads of offices of akims of the capital, regions, cities of national importance, as well as City Akims, which are the administrative centers of regions, cities of regional significance, districts of regions and districts in cities (hereinafter referred to as political government positions) and are presented to citizens applying for these political government positions (hereinafter referred to as candidates).

2. The requirements for political government positions include:

1) educational requirements;

2) competence requirements;

3) Work experience requirements.

Chapter 2. Educational requirements

3. Candidates must have higher education in order to hold political government positions.

The educational requirements for holding political government positions of first deputies and deputy heads of government bodies directly subordinate to and accountable to the President of the Republic of Kazakhstan, first deputies and deputy ministers appointed by the Government of the Republic of Kazakhstan, are approved by the permanent head of the political civil servant in coordination with the Administration of the President of the Republic of Kazakhstan.

The educational requirements for holding political government positions of first deputies, deputies and heads of offices of mayors of capitals, regions, cities of republican significance, as well as mayors of cities that are administrative centers of regions, are determined by the distribution of responsibilities (functional areas of activity).

Political government positions do not require higher education in a specialty if you have at least fifteen years of practical experience in a particular industry.

The requirements established by parts two and three of this paragraph shall not apply in cases where the appointment of candidates to a political public position is carried out with the consent of the President of the Republic of Kazakhstan.

Chapter 3. Competence requirements

4. Competencies are required to hold political government positions.

The list of competencies for holding political government positions and the procedure for evaluating them are approved by the authorized body for civil service affairs.

Chapter 4. Work experience requirements

5. Work experience includes work experience in accordance with the labor legislation of the Republic of Kazakhstan and (or) public service experience in accordance with the legislation of the Republic of Kazakhstan on public service, and (or) work experience in government and non-governmental organizations.

5-1. The distribution of responsibilities (functional areas of activity) of political government positions of first deputies and deputy heads of government bodies directly subordinate and accountable to the President of the Republic of Kazakhstan, first deputies and deputy ministers appointed by the Government of the Republic of Kazakhstan, are approved by the permanent head of the political civil servant in coordination with the administration of the President of the Republic of Kazakhstan.

5-2. If they have an education in the regions, according to the functional areas, persons enrolled in the Presidential Youth Personnel Reserve, after completing their term in it, meet the qualification requirements for the last political government positions held, as well as lower-level positions.

6. For holding political government positions of the First Deputy Head of the Government Staff of the Republic of Kazakhstan, Government Representative in the Kurultai of the Republic of Kazakhstan, Deputy Heads of the Government Staff of the Republic of Kazakhstan, first deputies and deputy heads of government bodies directly subordinate and accountable to the President of the Republic of Kazakhstan (except for the Administration of the President of the Republic of Kazakhstan, the National Bank of the Republic of Kazakhstan, the Agency of the Republic of Kazakhstan for Development and financial market regulation, law enforcement and special state bodies), first deputies and deputy ministers appointed by the Government of the Republic of Kazakhstan, are required:

1) at least seven years of work experience, including at least four years of work experience in the industry corresponding to the supervised area, if there is at least one year of public service experience in political government positions or in Corps A positions defined by the current Register of positions of Political and administrative civil servants, or in the status of a deputy Kurultai of the Republic of Kazakhstan;

2) or at least seven years of work experience, including at least four years of work experience in the industry corresponding to the supervised area, if you have at least one year of work experience in senior positions in the b corps of at least categories a-1, b-2, c-2, D-2, c-O-2, D-O-2, defined by the register of positions of political and administrative civil servants;

2-1) or at least seven years of work experience, including at least four years of work experience in the industry corresponding to the supervised area, if there is at least one year in positions not lower than the deputy head of a department of law enforcement or a special government agency at the central level or the head of a department not lower than the operational and tactical level of the military administration body of the armed forces of the Republic of Kazakhstan or a military educational institution;

3) or at least six years of work experience, including at least four years of work experience in the industry corresponding to the supervised area, if there are at least two years of work experience in senior positions, provided that they complete their studies under state training programs for civil servants in educational organizations under the President of the Republic of Kazakhstan or in foreign higher educational institutions educational institutions in priority specialties approved by the Republican Commission for personnel training abroad;

4) or at least six years of work experience, including at least four years of work experience in the industry corresponding to the supervised area, if you have at least two years of work experience in positions not lower than directors of executive authorities of national management holdings, national holdings, national companies, national development institutions;

5) or at least seven years of work experience, including at least five years of work experience in the industry corresponding to the supervised area, if there are at least three years of work experience in positions not lower than deputy heads of medium-sized businesses, quasi-public sector entities or non-profit organizations with an average annual staff of at least one hundred people.;

6) or at least six years of work experience, including at least four years of work experience in the industry corresponding to the supervised area, provided that there is at least one year of work experience in senior positions in international, foreign or transnational organizations, foreign government structures;

7) or at least six years of work experience, including at least four years of work experience in the industry corresponding to the supervised area, including at least two years of work experience in senior positions, subject to an academic degree;

8) or at least five years of work experience, including at least three years of work experience in the industry corresponding to the supervised field, subject to completion of doctoral degree programs (PhD, dr in profile) in leading foreign higher educational institutions approved by the Republican Commission for Personnel Training Abroad.;

9) or at least five years of work experience, including at least three years of work experience in the industry corresponding to the supervised area, provided that there is the highest achievement in the supervised area*;

10) or at least five years of work experience for persons enrolled in the Presidential Youth Personnel Reserve;

11) or the consent of the President of the Republic of Kazakhstan to appoint a candidate for a political public position.

7. To hold political government positions of first deputies, deputies and heads of the offices of akims of capitals, regions, cities of republican significance, as well as akims of cities that are the administrative centers of the regions, it is required:

1) at least six years of work experience, including at least three years of work experience in the industry corresponding to the supervised area, if there is at least one year of public service experience in political government positions or in Corps A positions defined by the current Register of positions of Political and administrative civil servants, or in the status of a deputy Kurultai of the Republic of Kazakhstan;

2) or at least six years of work experience, including at least three years of work experience in the industry corresponding to the supervised area, if you have at least one year of work experience in senior positions in the b corps of at least categories a-1, b-2, c-2, D-2, c-O-2, D-O-2, defined by the register of positions of political and administrative civil servants, or in positions not lower than deputy heads of departments of central government agencies, either as deputy heads of territorial bodies and divisions of central government bodies and their departments in the capital, regions, cities of republican significance, or as heads of structural divisions of akims of the capital, regions, cities of republican significance.;

2-1) or at least six years of work experience, including at least one year in positions not lower than deputy head of a department of a law enforcement or special government agency at the central level or head of a department not lower than the operational and tactical level of a military command body of the Armed Forces of the Republic of Kazakhstan or a military educational institution;

3) or at least five years of work experience, including at least three years of work experience in the industry corresponding to the supervised area, if there are at least two years of work experience in senior positions, provided that they complete their studies under state training programs for civil servants in educational organizations under the President of the Republic of Kazakhstan or in foreign higher educational institutions educational institutions in priority specialties approved by the Republican Commission for personnel training abroad;

4) or at least five years of work experience, including at least three years of work experience in the industry corresponding to the supervised area, if you have at least two years of work experience in positions not lower than directors of executive authorities of national management holdings, national holdings, national companies, national development institutions;

5) or at least six years of work experience, including at least four years of work experience in the industry corresponding to the supervised area, if there are at least three years of work experience in positions not lower than deputy heads of medium-sized businesses, quasi-public sector entities or non-profit organizations with an average annual staff of at least one hundred people.;

6) or at least five years of work experience, including at least four years of work experience in the industry corresponding to the supervised area, provided that there is at least one year of work experience in senior positions in international, foreign or transnational organizations, foreign government structures;

7) or at least five years of work experience, including at least four years of work experience in the industry corresponding to the supervised area, including at least two years of work experience in senior positions, subject to an academic degree;

8) or at least four years of work experience, including at least two years of work experience in the industry corresponding to the supervised field, subject to completion of doctoral degree programs (PhD, dr in profile) in leading foreign higher educational institutions approved by the Republican Commission for Personnel Training Abroad.;

9) or at least four years of work experience, including at least two years of work experience in the industry corresponding to the supervised area, provided that there is the highest achievement in the supervised area*;

10) or at least five years of work experience for persons enrolled in the Presidential Youth Personnel Reserve;

11) or the consent of the President of the Republic of Kazakhstan to appoint a candidate for a political public position.

To hold political government positions in the akims of cities that are the administrative centers of the regions, it is also required to have at least three years of work experience in positions related to the performance of organizational, administrative and economic functions.

8. To hold political government positions in akims of cities of regional significance (with the exception of cities that are the administrative centers of regions), districts of regions and districts in cities, at least two years of work experience in positions related to the performance of organizational, administrative and economic functions is required. These positions also require:

1) at least five years of work experience, including at least two years of public service experience, if you have at least six months of work experience in political government positions or in Corps A positions defined by the current Register of positions of political and administrative civil servants, or in the status of a deputy of the Kurultai of the Republic of Kazakhstan, a deputy of the Maslikhat capitals, regions, cities of republican significance, and districts of the region that operate on a permanent basis;

2) or at least five years of work experience, including at least two years of public service experience, if there is at least one year of work experience in positions of corps "B" not lower than categories A-3, B-4, as well as in senior positions not lower than categories C-3, D-3, C-O-3, C-R-1, D-O-2, e-2, e-r-1, defined by the register of positions of political and administrative civil servants;

2-1) or at least five years of work experience, including at least one year in positions not lower than the head of a department of a law enforcement or special state body at the central or regional levels or the head of a department not lower than the operational and tactical level of a military command body of the Armed Forces of the Republic of Kazakhstan or a military educational institution;

3) or at least four years of work experience, including at least two years of work experience in senior positions, provided that they complete their studies under state training programs for civil servants in educational institutions under the President of the Republic of Kazakhstan or in foreign higher educational institutions in priority specialties approved by the Republican Commission for Personnel Training Abroad;

4) or at least four years of work experience, including at least two years of work experience in senior positions of executive bodies of national management holdings, national holdings, national companies, national development institutions;

5) or at least five years of work experience, including at least two years of work experience in senior positions of medium-sized businesses, quasi-public sector entities or non-profit organizations with an average annual staff of at least fifty people;

6) or at least four years of work experience, including at least one year of work experience in positions in international, foreign or transnational organizations, foreign government structures;

7) or at least four years of work experience, including at least two years of experience in senior positions, provided that you have an academic degree;

8) or at least three years of work experience, subject to completion of doctoral degree programs (PhD, doctor in profile) in leading foreign higher educational institutions, approved by the Republican Commission for Personnel Training Abroad;

9) or at least three years of work experience, including at least one year of experience in senior positions, subject to the highest achievement*;

10) or at least five years of work experience for persons enrolled in the Presidential Youth Personnel Reserve;

11) or the consent of the President of the Republic of Kazakhstan to appoint a candidate for a political public position.
