On approval of the regulations and composition of the National Council of Public Trust under the President of the Republic of Kazakhstan

Decree of the President of the Republic of Kazakhstan dated July 17, 2019 No. 63.

  In accordance with subparagraph 20) of Article 44 of the Constitution of the Republic of Kazakhstan, I HEREBY DECREE:

     1. Approve the attached documents:

     1) Regulations on the National Council of Public Trust under the President of the Republic of Kazakhstan;

     2) The composition of the National Council of Public Trust under the President of the Republic of Kazakhstan.

     2. Control over the implementation of this Decree is entrusted to the Administration of the President of the Republic of Kazakhstan.

     3. This Decree shall enter into force from the date of signing.

REGULATIONS on the National Council of Public Trust under the President of the Republic of Kazakhstan

1. General provisions

     1. The National Council of Public Trust under the President of the Republic of Kazakhstan (hereinafter referred to as the National Council) is an advisory body under the President of the Republic of Kazakhstan.

     2. The main purpose of the National Council's activities is to develop proposals and recommendations on topical issues of public policy based on a broad discussion with representatives of the public, political parties, and civil society.

     3. The National Council shall be guided in its activities by the Constitution, laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan, other regulatory legal acts, as well as this regulation.

2. The main tasks of the National Council

     4. The main tasks of the National Council are: conducting a public examination of draft concepts,

     government programs and regulatory legal acts;

     consideration of significant strategic issues, taking into account the opinion of the public and civil society;

     ensuring a constructive dialogue between representatives of the public, political parties, the non-governmental sector and government agencies;

     carrying out other activities within its competence that do not contradict the legislation of the Republic of Kazakhstan.

3. Composition of the National Council

     5. The National Council consists of the Chairman of the National Council, his deputy and members.

     6. The Chairman of the National Council (hereinafter referred to as the Chairman) is the President of the Republic of Kazakhstan.

     7. Chairman:

     carries out the general management of the activities of the National Council;

     determines the place and time of the meetings of the National Council;

     Gives instructions to the Deputy Chairman and members of the National Council.

     8. The National Council is composed of prominent government and public figures, representatives of political parties, and the non-governmental sector.

     The Secretary of State of the Republic of Kazakhstan is ex officio a member of the National Council and is the Deputy Chairman of the National Council.

     The composition of the National Council is approved by the Secretary of State of the Republic of Kazakhstan.

     9. The decisions of the National Council may establish working groups on certain areas of society's development.

     The working groups are formed from the National Council.

     10. Members of the National Council may:

     to make proposals on the work plan of the National Council, the agenda of its meetings and the procedure for discussing issues;

     to participate in the preparation of materials for the meetings of the National Council and its draft decisions;

     to participate in the discussion and clarification of issues in society considered at the meeting of the National Council.

     Members of the National Council have certificates of membership of the National Council of Public Trust under the President of the Republic of Kazakhstan signed by the Head of State.

     11. Deputy Chairman of the National Council:

     ensures the development of the draft work plan of the National Council;

     forms the draft agenda of its meetings;

     organizes the preparation of materials for the meetings of the National Council, as well as draft protocol decisions;

     notifies the members of the National Council of the place, time and agenda of the next meeting of the National Council, provides them with the necessary materials in a timely manner.;

     It engages experts, scientists and specialists in accordance with the established procedure to carry out certain types of work.;

     conducts field consultation meetings in the regions;

     exercises other powers on the instructions of the Chairman.

4. Organization of the activities of the National Council

     12. Meetings of the National Council are held as necessary, but at least three times a year.

     The meetings of the National Council are divided into general plenary and thematic.

     A meeting of the National Council is valid if it is attended by at least half of the total number of its members.

     13. Excluded by Decree of the President of the Republic of Kazakhstan dated 08.02.2022 No. 806.

     14. The decisions of the National Council are formalized by a protocol, which is signed by the Chairman.

     15. State bodies, as well as public associations that have received recommendations from the National Council, review them and notify the National Council of the decisions taken in accordance with the procedure established by the legislation of the Republic of Kazakhstan.

     16. Current issues of state policy discussed by the National Council and decisions taken at meetings of the National Council are brought to the attention of the public through the media, as well as posted on the Internet.

     17. Officials who are not members of the National Council, as well as representatives of public organizations and the media, may be invited to meetings of the National Council by decision of the Chairman.

5. Ensuring the activities of the National Council

     18. The working body of the National Council is the corresponding structural unit of the Administration of the President of the Republic of Kazakhstan.

     19. The working body of the National Council:

     provides information and analytical support for the activities of the National Council;

     Requests and receives from government agencies and organizations information, documents and materials necessary for the performance of assigned tasks.;

     Coordinates the activities of the working groups; monitors the implementation of decisions taken by the National Council;

     exercises other powers necessary to ensure the activities of the National Council.
