Issues of the National Security Committee of the Republic of Kazakhstan
Decree of the President of the Republic of Kazakhstan dated November 30, 2000 No. 492
In accordance with paragraph 2 of Article 17-1 of the Constitutional Law of the Republic of Kazakhstan "On the President of the Republic of Kazakhstan"
I decree:
1. (Paragraphs 1-2 became invalid by Decree of the President of the Republic of Kazakhstan dated October 23, 2001 N 710)
3. To make the following amendments and additions to the Regulation on the National Security Committee of the Republic of Kazakhstan, approved by Decree of the President of the Republic of Kazakhstan dated April 1, 1996 No. 2922:
1) in subparagraph 2) of paragraph 4, the words "government communications agency under the National Security Committee" should be replaced by the word "departments";
2) in paragraph 7, replace the words "head of the government communications agency under the National Security Committee" with the words "heads of departments of the National Security Committee";
3) in paragraph 9: subparagraph 1) add the words "distributes duties among the Deputy Chairmen of the Committee"; subparagraph 2) state as follows: "makes proposals to the President of the Republic of Kazakhstan on the formation, reorganization and abolition of structural divisions and departments of the National Security Committee, forms, reorganizes and abolishes the territorial bodies of the National Security Committee, military counterintelligence agencies, troops, special forces units, other national security agencies and subordinate organizations"; subparagraph 3) should read as follows: "approves the structure, functional responsibilities and staff of structural divisions, departments and territorial bodies of the National Security Committee, military counterintelligence bodies, troops, special forces units, other national security bodies and subordinate organizations, as well as the regulations on them, with the exception of departments whose regulations are approved by the President Of the Republic of Kazakhstan on the proposal of the Chairman of the National Security Committee;"; in subparagraph 9), the word "competence" should be replaced by the word "authority", the words "head of the government communications agency under the Committee" should be replaced by the words "heads of departments"; Subparagraph 10) should read as follows: "appoints and dismisses, in agreement with the President of the Republic of Kazakhstan or on his instructions with the Head of the Presidential Administration, the heads of structural divisions of the Committee, departments of the National Security Committee for regions, cities of republican significance and the capital of the Republic, and other national security bodies according to the list determined by the President of the Republic of Kazakhstan., and also establishes the procedure for the appointment and dismissal of other officials;"; add sub-paragraphs 22) and 23) as follows: "22) determines the procedure and conditions for setting percentage allowances for military personnel, workers and employees for years of service; 23) approves the Regulations on the Military Council of the Border Guard Service of the National Security Committee of the Republic of Kazakhstan, its size and composition."
4. The National Security Committee of the Republic of Kazakhstan should bring its departmental regulatory legal acts into line with this Decree. Z952710
5. This Decree comes into force from the date of signing.
