1. The grounds for refusal to issue a notary's license are established by the Law of the Republic of Kazakhstan "On Permits and Notifications".

2. In case of refusal to issue a notary's license, the applicant is given a reasoned decision in writing indicating the reasons for the refusal within three days from the date of its adoption.

3. The decision on refusal may be appealed in accordance with the procedure established by the laws of the Republic of Kazakhstan.
