1. The procedure for holding meetings of the Council, as well as other issues related to the organization of the Council's work, including the procedure for making decisions and voting, shall be determined by the rules of procedure of the Council, adopted by a majority vote of the Council members.

2. Consideration of materials at a meeting of the Council is carried out with the participation of persons applying for or being dismissed from relevant positions. The absence of a person duly notified of the time and place of the meeting is not an obstacle to the consideration of the issue on its merits, unless his direct participation is required.

3. The presence of Council members at meetings is mandatory, and they are not allowed to delegate their powers to other officials.
