1. The Ministry of Internal Affairs is headed by the Minister of Internal Affairs, who is appointed and dismissed by the President of the Republic of Kazakhstan.

2. Minister of the Interior:

1) manages the unified system of internal affairs bodies;

2) establishes the structure and staffing of internal affairs bodies within the staffing limit approved by the Government of the Republic of Kazakhstan;

3) submits proposals for the consideration of the Government of the Republic of Kazakhstan on changing the staffing limit of internal affairs bodies;

3-1) appoints the head of the police department of the region, the city of republican significance, the capital in accordance with the legislation of the Republic of Kazakhstan on law enforcement service.;

4) appoints, imposes disciplinary penalties and dismisses employees, military personnel and employees of internal affairs bodies;

5) encourages, including awarding departmental awards;

6) submits a submission to the President of the Republic of Kazakhstan for awarding state awards;

7) submits a submission to the President of the Republic of Kazakhstan for awarding higher military and special ranks to employees and military personnel of the internal affairs bodies;

8) submits a proposal to the President of the Republic of Kazakhstan for the appointment of Deputy Ministers of Internal Affairs, Deputy Minister of Internal Affairs – Commander-in-Chief of the National Guard;

9) reports to the President of the Republic of Kazakhstan on the activities of the internal affairs bodies;

10) on behalf of the Ministry of Internal Affairs, issues legal acts that are binding on internal affairs bodies, within the limits of its competence — normative legal acts that are binding on other state bodies, individuals and legal entities.;

11) delegates powers to his deputies, heads of structural divisions of the Ministry of Internal Affairs, departments, territorial bodies and subordinate organizations;

12) represents the Ministry of Internal Affairs in government agencies and international organizations;

13) signs international treaties within the limits of its competence;

14) organizes anti-corruption activities in the internal affairs bodies;

15) exercise other powers assigned to him by this Law, other laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.

This Law regulates public relations in the sphere of activity of the internal affairs bodies of the Republic of Kazakhstan.
