Article 9. Competence of local executive bodies The Law of the Republic of Kazakhstan On Soil Protection   

      1. Local executive bodies of regions shall:

      1) participate in the formulation and implementation of state policy in the field of soil protection;

      2) develop action plans in the field of soil protection and submit a report on the progress of their implementation to the local representative bodies of the regions and the authorized body;

      3) organize and coordinate the implementation by local executive bodies of districts and cities of regional significance of action plans in the field of soil protection;

      4) exercise other powers in the interests of local state government, entrusted to local executive bodies by the laws of the Republic of Kazakhstan.

      2. Local executive bodies of the capital and cities of republican significance shall:

      1) participate in the formulation and implementation of state policy in the field of soil protection;

      2) develop and implement action plans in the field of soil protection and submit a report on the progress of their implementation to the local representative bodies of the capital and cities of republican significance and the authorized body;

      3) organize activities in the field of soil protection;

      4) provide incentives for the rational use and protection of soils;

      5) exercise other powers in the interests of local state government, entrusted to local executive bodies by the laws of the Republic of Kazakhstan.

      3. Local executive bodies of districts and cities of regional significance shall:

      1) implement action plans in the field of soil protection and submit a report on the progress of their implementation to the local executive bodies of regions;

      2) organize activities in the field of soil protection;

      3) provide incentives for the rational use and protection of soils;

      4) exercise other powers in the interests of local state government, entrusted to local executive bodies by the laws of the Republic of Kazakhstan. 

On soil protection, the Law of the Republic of Kazakhstan dated July 8, 2026 No. 341-VIII SAM 

This Law regulates public relations in the field of soil protection and defines their legal, economic and organizational bases.
