Article 8. Rights and obligations of local executive bodies of cities of republican significance, the capital, districts (cities of regional significance), enterprises and organizations in individual housing construction of the Law on Individual Housing Construction

      Local executive bodies of cities of republican significance, the capital, districts (cities of regional significance), in accordance with the rules of individual housing construction, organize and ensure:  

      provision of land plots for individual housing construction in accordance with the established procedure in the territories defined in accordance with the approved urban planning documentation;  

     construction and operation of social, engineering and transport infrastructure facilities in the territory of individual residential development;

      control over the activities of district (city) services that, within the time limits established by the building regulations, prepare materials for the provision of land, coordinate projects, issue technical specifications, allocate loans for construction, trade in building materials, products, structures and household items, provide services during construction, as well as ensure compliance with standards that protect the interests of individual developers and stipulated by this Law, other regulatory acts of the Republic of Kazakhstan;  

      informing citizens about the rules for the construction and operation of individual residential buildings, other buildings and the use of land.  

      Enterprises and organizations of all forms of ownership may, on contractual terms, provide their employees engaged in the construction of individual residential buildings with financial, material and other support within the social norms of housing area established by legislative acts of the Republic of Kazakhstan.

The purpose of this Law is to create a legal framework for regulating relations between the state, local executive bodies and citizens of the Republic of Kazakhstan who act as developers (owners) of individual residential buildings in order to implement the constitutional right to housing.
