Article 8. Organization of work of the Maslikhat of the Law on Local Government and Self-Government in the Republic of Kazakhstan
1. The Maslikhat shall exercise its powers at sessions, through permanent commissions and other bodies, deputies and the chairman of the Maslikhat in accordance with the procedure established by the legislation of the Republic of Kazakhstan.
1-1. Maslikhats report to the population at least once a year on the work done by the maslikhat and the activities of its permanent commissions. Deputies of the Maslikhat are responsible to the population in accordance with the laws of the Republic of Kazakhstan.
2. The main form of activity of the maslikhat is a session at which issues attributed to its jurisdiction by laws are resolved.
A session of the maslikhat is valid if at least two thirds of the total number of deputies of the Maslikhat are present at the session.
3. Maslikhat:
1) elects and dismisses the chairman of the maslikhat and hears his reports;
2) form permanent commissions and other bodies of the Maslikhat, elect and dismiss their chairmen, and hear reports on their work;
3) determines the costs of ensuring the activities of the maslikhat;
4) approves the structure of the maslikhat staff and determines the costs of its maintenance and logistical support within the limits of the number and appropriations established by the legislation of the Republic of Kazakhstan. The limit on the number of civil servants of the maslikhat apparatus is set based on the number of deputies of the respective maslikhats, in the ratio of one employee to five deputies, but not less than five;
5) approves the regulations of the Maslikhat;
6) considers the requests of deputies and makes decisions on them;
7) makes other decisions on the organization of its work.

This Law, in accordance with the Constitution of the Republic of Kazakhstan, regulates public relations in the field of local government and self-government, defines the competence, organization, and order of activity of local representative and executive bodies, as well as the legal status of deputies of maslikhats.
