1. The creation, development and application of digital technologies are carried out freely, unless otherwise established by this Code and the laws of the Republic of Kazakhstan.

2. The state creates conditions for scientific research, innovation and the development of digital technologies.

3. The state ensures the implementation of measures to improve the digital literacy of the population, develop accessible infrastructure and eliminate digital inequality, as well as equal conditions for the development of private initiatives and competition in the digital environment.

This Code regulates public relations related to the implementation of architectural, urban planning and construction activities in the Republic of Kazakhstan, the formation of a full-fledged habitat and human activity, planning and development of settlements, interuniverse territories, ensuring the safety of construction sites at all stages of their life cycle.
