The authorized body's competence includes:

1) formation and implementation of the state policy in the field of veterinary medicine;

1-1) implementation of coordination and methodological guidance of local executive bodies in the field of veterinary medicine;

2) organization and implementation of state veterinary and sanitary control and supervision of compliance by individuals and legal entities with the legislation of the Republic of Kazakhstan in the field of veterinary medicine;

2-1) organization and implementation of state veterinary and sanitary control and supervision of compliance by local executive bodies with the legislation of the Republic of Kazakhstan in the field of veterinary medicine;

3) excluded by the Law of the Republic of Kazakhstan dated 07/03/2013 No. 124-V (effective after ten calendar days after its first official publication);

4) development and approval of a list of particularly dangerous animal diseases, the prevention, diagnosis and elimination of which are carried out at the expense of budgetary funds;

5) excluded by the Law of the Republic of Kazakhstan dated 13.06.2013 No. 102-V (effective after ten calendar days after its first official publication);

6) approval, organization and provision of veterinary measures for the prevention, diagnosis and elimination of particularly dangerous animal diseases;

7) organization of protection of the territory of the Republic of Kazakhstan from the introduction and spread of infectious and exotic animal diseases from other states;

8) implementation of state procurement of veterinary drugs and services for their storage, transportation (delivery) and use in accordance with the procedure established by the legislation of the Republic of Kazakhstan;

9) development and approval of veterinary (veterinary and sanitary) rules and other regulatory legal acts in the field of veterinary medicine in accordance with the procedure established by the legislation of the Republic of Kazakhstan;

10) development and approval of qualification requirements for activities in the field of veterinary medicine;

11) organization of veterinary scientific research and retraining of specialists in the field of veterinary medicine, individuals and legal entities engaged in entrepreneurial activities in the field of veterinary medicine;

12) conducting epizootic monitoring;

13) control of veterinary drugs, feed additives, devices, instruments, as well as organization of approbation, registration tests of veterinary drugs, feed additives and maintenance of their state registers;

14) issuing opinions on new veterinary drugs, feed and feed additives;

15) excluded by the Law of the Republic of Kazakhstan dated 13.06.2013 No. 102-V (effective after ten calendar days after its first official publication);

16) representation of the Republic of Kazakhstan in international organizations in the field of veterinary medicine in accordance with the procedure established by the legislation of the Republic of Kazakhstan, as well as organization of cooperation with them;

17) recognition of equivalence of veterinary and sanitary measures of other countries, if these measures ensure an appropriate level of well-being in the territory of the Republic of Kazakhstan;

18) the introduction of temporary veterinary and sanitary measures in cases where the scientific justification of the exporting country is insufficient based on the available appropriate information, including information received from international organizations;

19) determining the territory or part of it free from diseases or with a low prevalence of diseases, carrying out state veterinary and sanitary control and supervision of exported transported (transported) objects from these territories, providing confirmations to the importing country and providing access to its representatives to inspect these territories in cases provided for by international treaties ratified by the Republic of Kazakhstan;

20) approval of veterinary standards based on sufficient scientific justification and taking into account the consequences for the life and health of animals and humans, as well as relevant international requirements;

21) excluded by the Law of the Republic of Kazakhstan dated 29.03.2016 No. 479-V (effective from 01.01.2018);

22) development and approval of technical regulations in the field of veterinary medicine;

22-1) consideration of draft standardization documents within the scope of competence, as well as preparation of proposals for the development, amendment, revision and cancellation of national, interstate standards, national classifiers of technical and economic information and recommendations on standardization for submission to the authorized body in the field of standardization;

23) excluded by the Law of the Republic of Kazakhstan dated 05/24/2018 No. 156-VI (effective ten calendar days after the date of its first official publication);

24) determination of the order of regionalization, division of the territory into zones, compartment;

24-1) making a decision on the division of the territory into a compartment, on regionalization;

25) approval of a plan of veterinary measures to ensure veterinary and sanitary safety in the territory of the relevant administrative-territorial unit;

26) approval of the procedure and standards for the formation, use and write-off of the republican stock of veterinary drugs;

27) organization of public procurement, storage, use and write-off of the republican stock of veterinary drugs;

28) approval of the procedure and standards for the write-off of veterinary drugs, feeds and feed additives when they are used, as well as destruction after their shelf life or recognition as unsuitable for their intended use based on the results of laboratory tests;

29) development and approval of the procedure for transportation of movable (transported) objects on the territory of the Republic of Kazakhstan;

30) development and approval of the procedure for issuing permits for the export, import and transit of transported (transported) objects, taking into account the assessment of the epizootic situation in the relevant territory;

31) making a decision on the conduct of state veterinary and sanitary control and supervision and on the identification of organizations from which the import of transported (transported) objects is permitted;

32) development and approval of the procedure for assigning accounting numbers to production facilities engaged in animal husbandry, harvesting (slaughter), storage, processing and sale of animals, products and raw materials of animal origin, as well as organizations for the production, storage and sale of veterinary drugs, feed and feed additives;

34) development and approval of rules for sampling transported (transported) objects and biological material;

35) approval of recommendations and guidelines for the implementation of veterinary measures;

36) excluded by the Law of the Republic of Kazakhstan dated January 17, 2014 No. 165-V (effective ten calendar days after the date of its first official publication);

37) development and approval of a model regulation on subdivisions of local executive bodies engaged in activities in the field of veterinary medicine;

38) development and approval of the procedure for identification of farm animals;

38-1) development and approval of the rules for the functioning of the processing center;

38-2) development and approval of rules for registration of laser stations, products (facilities) and attributes for identification of farm animals and producers;

39) approval of the rules for the formation and maintenance of a database for the identification of farm animals and the issuance of extracts from it;

40) compensation to owners of the cost of seized and destroyed sick animals, products and raw materials of animal origin that pose a danger to animal and human health;

41) providing individuals and legal entities with information on the epizootic situation in the country of export, import and transit;

42) development and approval of the procedure for organizing the slaughter of farm animals intended for subsequent sale;

43) excluded by the Law of the Republic of Kazakhstan dated December 29, 2014 No. 269-V (effective from 01.01.2015);

44) development and approval of veterinary (veterinary and sanitary) standards, forms of veterinary accounting and reporting;

45) development and approval of the procedure for maintaining and submitting veterinary records and reports;

46) excluded by the Law of the Republic of Kazakhstan dated 05/16/2014 No. 203-V (effective six months after the date of its first official publication);

46-1) development and approval of veterinary (veterinary and sanitary) requirements for production facilities engaged in the cultivation and sale of animals;

46-2) development and approval of veterinary (veterinary and sanitary) requirements for production facilities engaged in harvesting (slaughtering animals), storage, processing and sale of products and raw materials of animal origin;

46-3) development and approval of veterinary (veterinary and sanitary) requirements for organizations involved in the production, storage and sale of veterinary drugs, feed and feed additives;

46-4) development and approval of the procedure for issuing veterinary documents and requirements for their forms;

46-5) approval of the rules for planning and conducting veterinary measures against particularly dangerous animal diseases;

46-6) approval of the procedure for approving regulatory and technical documentation for new, improved veterinary drugs and feed additives;

46-17) development and approval of animal quarantine regulations;

46-20) development and approval of rules for the approbation and registration tests of veterinary drugs and feed additives;

46-21) development and approval of rules for the treatment of animals;

46-22) development and approval of rules for the establishment or lifting of restrictive measures and quarantine;

46-23) development and approval of rules for interaction of state bodies during veterinary events;

46-24) approval of the rules for conducting diagnostic tests;

46-25) development and approval of the form of the protocol on administrative offenses in the field of veterinary medicine, as well as the procedure for its preparation and issuance;

46-26) development and approval of a methodology for calculating target indicators in the field of veterinary medicine to assess the effectiveness of local executive bodies operating in the field of veterinary medicine;

46-27) approval of planned values of target indicators in the field of veterinary medicine by region;

46-28) development and approval of rules for the formation, management and maintenance of working collections of pathogenic and industrial microorganisms used in the field of veterinary medicine;

46-29) development and approval of the rules for maintaining the register of cattle burial grounds (biothermal pits);

46-30) maintaining a register of cattle burial grounds (biothermal pits);

46-31) development and approval of rules for the use of technical means for photo and video filming in the implementation of state veterinary and sanitary control and supervision;

46-32) development and approval of rules for conducting investigations in the field of veterinary medicine;

46-33) determination of the list of requirements, the violation of which entails the use of rapid response measures, as well as the definition of specific violations of the requirements of a specific type of rapid response measures, indicating the duration of this measure (if necessary).

The list of requirements, the violation of which entails the application of prompt response measures, includes requirements that are subject to state control in accordance with Article 143 of the Entrepreneurial Code of the Republic of Kazakhstan;

47) exercise of other powers provided for by this Law, other laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.

This Law defines the legal, organizational and economic foundations for the implementation of activities in the field of veterinary medicine and is aimed at ensuring veterinary and sanitary safety.
