To fulfill its functions and tasks, the Development Bank carries out the following banking and other operations in national and foreign currencies without a license:

1) loan operations: provision of loans in cash on the terms of payment, urgency and repayment to legal entities-residents or non-residents (subject to the implementation of projects aimed at developing the country's economy, in accordance with the Memorandum);

2) issuance of bank guarantees providing for execution in cash to resident and non-resident legal entities and on bonds issued as part of securitization transactions;

3) issuing bank guarantees and other obligations for resident and non-resident legal entities providing for monetary performance;

4) opening (issuing) and confirmation of a letter of credit and fulfillment of obligations under it, including on behalf of a subsidiary of the Development Bank;

5) opening and maintaining current and correspondent accounts of banks and organizations engaged in certain types of banking operations;

6) opening and maintaining bank accounts of borrowers of the Development Bank or borrowers, lessees and other counterparties of a subsidiary of the Development Bank, including for crediting loans, paying for the leased item, other operations of the Development Bank or a subsidiary of the Development Bank, other loans and funds, including funds from the republican and local budgets, for the purpose of making payments and money transfers, reserving money for fulfilling obligations to the Development Bank or a subsidiary of the Development Bank provided for by the agreements, concluded by the Development Bank or a subsidiary of the Development Bank within the framework of serviced projects or transactions;

7) opening and maintaining bank accounts when acting as an agent of legal entities belonging to the national management holding group for their financing, as well as when performing the functions of an attorney (agent) in the implementation of programs financed from budgetary funds aimed at lending to second-tier banks in order to improve and support their existing industries;

8) accepting deposits, opening and maintaining bank accounts for crediting funds in order to ensure the fulfillment of obligations of resident and (or) non-resident legal entities to the Development Bank or a subsidiary of the Development Bank;

9) accepting deposits, opening and maintaining bank accounts of legal entities, including banks, in order to attract the liquidity of the Development Bank;

10) making settlements on behalf of resident and (or) non-resident legal entities, including borrowers of the Development Bank, correspondent banks, organizations engaged in certain types of banking operations, on their bank accounts provided for in subparagraphs 5)-9) of this Article;

11) transfer operations: execution of orders from resident and (or) non-resident legal entities for payments and money transfers;

12) acceptance of payment documents for collection (except for promissory notes);

13) dealer activity in accordance with the legislation of the Republic of Kazakhstan;

14) leasing activities;

15) issue of equity securities;

16) renting out your own property;

17) exchange operations with foreign currency, except for operations with foreign currency in cash;

18) the activities of a financial advisor and an underwriter in the securities market for the purposes consistent with the Memorandum;

19) provision of mezzanine financing.
