Article 7. Competence of authorized state bodies The Law on Combating Human Trafficking

     1. Internal affairs bodies within their competence:

     1) form and implement a state policy in the field of combating human trafficking, coordinate the activities of entities involved in combating human trafficking;

     2) interact with other subjects of combating human trafficking, the Commissioner for Human Rights in the Republic of Kazakhstan, the Commissioner for Children's Rights in the Republic of Kazakhstan and the Commissioner for the Rights of Socially Vulnerable Categories of the Population under the President of the Republic of Kazakhstan in accordance with the legislation of the Republic of Kazakhstan;

     3) coordinate and carry out work on planning, organizing and implementing measures to combat human trafficking, including prevention, risk assessment in the field of combating human trafficking, redirection of victims of human trafficking to provide them with assistance and special social services in accordance with the procedure established by the legislation of the Republic of Kazakhstan;

     4) develop and approve regulatory legal acts in the field of prevention, detection, suppression and disclosure of crimes related to human trafficking in accordance with the legislation of the Republic of Kazakhstan;

     5) summarize the practice of applying the legislation of the Republic of Kazakhstan in the field of detection, prevention, suppression and disclosure of crimes related to human trafficking, as well as develop and make proposals for its improvement;

     6) organize training, retraining and advanced training of employees of subjects of combating human trafficking;

     7) ensure the protection of life, health, human and civil rights and freedoms, the interests of society and the state in the process of combating human trafficking;

     8) inform the public about the results of activities in the field of combating human trafficking;

     9) exercise other powers provided for by this Law, other laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.

     2. The central executive body responsible for the management and inter-sectoral coordination in the field of social protection of the population, within its competence:

     1) formulates and implements the state policy in the field of social protection of victims of human trafficking, coordinates the activities of subjects of combating human trafficking;

     2) interacts with other subjects of combating human trafficking, the Commissioner for Human Rights in the Republic of Kazakhstan, the Commissioner for Children's Rights in the Republic of Kazakhstan and the Commissioner for the Rights of Socially Vulnerable Categories of the Population under the President of the Republic of Kazakhstan in accordance with the legislation of the Republic of Kazakhstan;

     3) coordinates and carries out work on planning, organizing and implementing measures to combat human trafficking, including prevention, risk assessment in the field of combating human trafficking, redirection of victims of human trafficking to provide them with assistance and special social services in accordance with the procedure established by the legislation of the Republic of Kazakhstan;

     4) develops and approves regulatory legal acts in the field of social protection and provision of special social services to victims of human trafficking in accordance with the legislation of the Republic of Kazakhstan;

     5) summarizes the practice of applying the legislation of the Republic of Kazakhstan in the field of social protection and provision of special social services to victims of human trafficking, as well as develops and makes proposals for its improvement;

     6) organizes the training, retraining and advanced training of employees of entities involved in combating human trafficking;

     7) ensures the protection of human and civil rights, freedoms and legitimate interests, as well as the interests of society and the State in the process of countering human trafficking;

     8) informs the public about the results of activities in the field of combating human trafficking;

     9) exercise other powers provided for by this Law, other laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.

 

The Law of the Republic of Kazakhstan dated July 5, 2024 No. 110-VIII SAM.

     This Law defines the organizational and legal framework for combating human trafficking.
