 1. Commissions for the prevention and elimination of emergency situations are consultative and advisory bodies in the state system of civil protection and are created in order to develop proposals for the formation and implementation of state policy in the field of civil protection.

Commissions for the prevention and liquidation of emergency situations are established at the republican and territorial levels of the state civil protection system.

2. At the national level, an interdepartmental state commission for the prevention and elimination of emergency situations is established by a decision of the authorized body.

3. The Interdepartmental State Commission for the Prevention and Elimination of Emergency Situations shall exercise its powers in cooperation with state bodies directly subordinate and accountable to the President of the Republic of Kazakhstan, central and local executive bodies, organizations, and public associations.

4. The main task of the interdepartmental State Commission for the prevention and elimination of emergency situations is to develop proposals for:

1) the main directions of development and further improvement of civil protection;

2) formation of a system of legal, economic, organizational, technical and other measures in the field of civil protection;

3) creation and development of civil protection forces and means;

4) coordination of the activities of state bodies directly subordinate and accountable to the President of the Republic of Kazakhstan, central and local executive bodies for the prevention and elimination of emergency situations, civil defense, socio-economic and legal protection, medical rehabilitation of citizens affected by accidents, disasters, natural and other disasters, as well as persons who participated in the elimination of emergency situations and their consequences.

5. The Interdepartmental State Commission for the Prevention and Elimination of Emergency Situations has the right:

1) to make proposals on the coordination of actions of state bodies directly subordinate and accountable to the President of the Republic of Kazakhstan, central and local executive bodies, scientific organizations and public associations in the field of civil protection;

2) to hear the heads and officials of state bodies directly subordinate and accountable to the President of the Republic of Kazakhstan, central and local executive bodies, organizations on issues related to civil protection measures, including civil defense;

3) request from government agencies directly subordinate and accountable to the President of the Republic of Kazakhstan, central and local executive bodies, organizations information about their activities necessary for their work;

4) to analyze the implementation by state bodies directly subordinate and accountable to the President of the Republic of Kazakhstan, central and local executive bodies of measures for civil protection, including civil defense;

5) involve specialists from organizations (in consultation with their managers) to perform analytical, expert and other work on civil protection issues;

6) to make proposals to the Prime Minister of the Republic of Kazakhstan on the allocation of funds from the reserve of the Government of the Republic of Kazakhstan for the life support of the population in the elimination of natural and man-made emergencies on the basis of approved standards.

6. At the territorial level, commissions for the prevention and elimination of emergency situations are established by decisions of local executive bodies, which carry out their activities in accordance with the powers and tasks determined by the decisions on their creation.

The heads of local executive bodies are the chairmen of the commissions for the prevention and elimination of emergency situations, the deputy chairmen of the commissions for the prevention and elimination of emergency situations are the heads of the territorial bodies of the authorized body.

This Law regulates public relations arising in the process of carrying out civil protection measures and is aimed at preventing and eliminating natural and man-made emergencies and their consequences, providing emergency medical and psychological assistance to the population in the emergency zone, ensuring fire and industrial safety, and also defines the main tasks and organizational principles of building and the functioning of the civil defense of the Republic of Kazakhstan, the formation of, storage and use of the state material reserve, organization and activities of emergency services and formations.
