Article 7. Acts of the Maslikhat of the Law on Local Government and Self-Government in the Republic of Kazakhstan
1. The acts of the maslikhat, which it issues on matters within its competence, are decisions of the Maslikhat.
2. Draft decisions of maslikhats envisaging a reduction in local budget revenues or an increase in local budget expenditures can be submitted for consideration only if there is a positive opinion of the akim.
3. Decisions of the maslikhat taken within its competence and concerning the rights, freedoms and duties of citizens are subject to official publication in accordance with the procedure established by the legislation of the Republic of Kazakhstan and are binding on the relevant territory.
4. The Maslikhat makes decisions concerning the rights, freedoms and duties of citizens, taking into account the specifics provided for by the Law of the Republic of Kazakhstan "On Legal Acts".
5. Decisions of maslikhats that do not comply with the Constitution and legislation of the Republic of Kazakhstan are annulled by the maslikhat itself or in court.

This Law, in accordance with the Constitution of the Republic of Kazakhstan, regulates public relations in the field of local government and self-government, defines the competence, organization, and order of activity of local representative and executive bodies, as well as the legal status of deputies of maslikhats.
