1. The right to disburse targeted savings in order to improve housing conditions and (or) pay for education is granted to recipients of targeted savings who have targeted savings.

2. In case of death or entry into force of a court decision declaring deceased a participant in target claims or a recipient of target savings who has target savings, such target savings are inherited in accordance with the procedure established by the laws of the Republic of Kazakhstan.

To transfer payments of target savings, the heirs of the deceased or declared deceased by a court decision of the participants in target claims or recipients of target savings open a bank account with an authorized operator in US dollars.

3. The reason for refusal to pay target savings is the termination of the citizenship of the Republic of Kazakhstan of a participant in target claims or a recipient of target savings.

4. Education is paid for through payments of targeted savings by submitting an application by the recipient of targeted savings and concluding an agreement between him and educational organizations implementing educational programs for technical and vocational, post-secondary, higher and postgraduate education, or by concluding an educational insurance contract or an educational contribution agreement in accordance with the Law of the Republic of Kazakhstan "On the state educational accumulative system".
