 1. The unified 112 dispatch service is being created in the territorial bodies of the authorized body of the region, the city of republican significance, the capital, the district, and the city of regional significance.

2. The authorized body shall ensure the formation, development and functioning of the 112 unified duty and dispatch service.

3. State bodies, including their territorial bodies, territorial divisions of departments, legal entities operating facilities with a mass presence of people, hazardous production facilities, organize the interaction of information and communication networks and automated monitoring systems with the unified 112 dispatch service.

4. The 112 Unified Duty and Dispatch Service, within the limits of its competence, has the right to use information contained in databases of emergency and emergency services, telecom operators, local executive bodies and other state bodies, civil protection services.

5. In order to ensure the reception and processing of messages from individuals and legal entities, there is a single telephone number "112".

6. Telecom operators are obligated, free of charge, to provide the 112 unified duty and dispatch service with services for determining the location of the caller and sending short text messages to the cellular telephones of the population in case of threat or emergency situations.

This Law regulates public relations arising in the process of carrying out civil protection measures and is aimed at preventing and eliminating natural and man-made emergencies and their consequences, providing emergency medical and psychological assistance to the population in the emergency zone, ensuring fire and industrial safety, and also defines the main tasks and organizational principles of building and the functioning of the civil defense of the Republic of Kazakhstan, the formation of, storage and use of the state material reserve, organization and activities of emergency services and formations.
