The owner of an individual residential building and other real estate located on a manor plot, in accordance with the legislation of the Republic of Kazakhstan, has the right to own, use and dispose of it at his discretion. Ownership of the real estate located on the estate plot can belong only to the owner of this plot.

The developer's ownership right to an individual residential building arises from the moment of completion of its construction and is confirmed by a certificate of the established sample.

Until the completion of the construction of an individual residential building, the rules on ownership of immovable property and the materials from which this property is created apply to the part of it that has been built.

The owner has the right to carry out the reconstruction, redevelopment or re-equipment of the house and other real estate on the estate, without violating the building and other mandatory rules and regulations. Reconstruction related to the reconstruction, redevelopment and re-equipment of buildings is carried out according to a project coordinated with the architectural and urban planning service of the local executive body of the city of republican significance, the capital, the district (city of regional significance) in terms of compliance with building codes and regulations.

The Law of the Republic of Kazakhstan dated November 3, 1994 No. 213.

The purpose of this Law is to create a legal framework for regulating relations between the state, local executive bodies and citizens of the Republic of Kazakhstan who act as developers (owners) of individual residential buildings in order to implement the constitutional right to housing.
