Authorized body:

1) participates in the formation and implementation of the state scientific and technological policy in the field of science;

2) carries out intersectoral coordination and implements state policy in the field of science, scientific and technical activities and commercialization of the results of scientific and (or) scientific and technical activities;

3) coordinates scientific, scientific and technical projects and programs of fundamental and applied scientific research, financed from budgetary funds and the state order of the local executive body of the region, the city of republican significance and the capital, with the exception of scientific, scientific and technical projects and programs formed within the framework of the state defense order;

4) develops and approves the rules and criteria for the election of academicians of the National Academy of Sciences of the Republic of Kazakhstan;

5) develops priority directions for the development of science, fundamental and applied scientific research in the Republic of Kazakhstan in accordance with the strategic priority directions for the development of science and technology, determined by the National Council for Science and Technology under the President of the Republic of Kazakhstan, and submits them for approval to the Higher Scientific and Technical Commission.

When selecting scientific research within the framework of priority areas of fundamental and applied scientific research affecting the field of biological safety, the requirements of the legislation of the Republic of Kazakhstan in the field of biological safety are taken into account.;

6) develops and approves the norms of basic financing of scientific and (or) scientific and technical activities;

7) ensures the activities of the Higher Scientific and Technical Commission;

8) organizes the development of scientific, scientific and technical projects and programs of fundamental and applied scientific research carried out at the expense of budgetary funds, and implements them at the stage of formation, execution and completion, with the exception of scientific, scientific and technical projects and programs formed within the framework of the state defense order;

9) develops and approves rules for state accounting of scientific, scientific and technical projects and programs, projects for commercialization of the results of scientific and (or) scientific and technical activities financed from budgetary funds, as well as from the funds of subsurface users within the framework of obligations of subsurface users in the field of science, and reports on their implementation;

10) develops and approves a list of scientific organizations engaged in basic scientific research;

11) develops and approves the rules for the organization and conduct of state scientific and technical expertise;

12) determines the organization that implements a set of measures for the collection, processing and analysis of scientific and technical information;

13) develops and approves the rules and criteria for awarding the status of a "research university" to organizations of higher and (or) postgraduate education;

14) develops and approves a methodology for determining the levels of technology availability and technological readiness of organizations;

15) coordinates the activities of national scientific councils;

16) coordinates the work of sectoral authorized bodies, local executive bodies of regions, cities of republican significance and the capital, carried out within the framework of scientific, scientific and technical projects and programs;

17) develops and approves cost standards and standard contracts for scientific internship;

18) develops and approves the rules for awarding the annual "Best Researcher" award;

19) develops and approves the rules for basic and program-oriented financing of scientific and (or) scientific and technical activities, grant financing of scientific and (or) scientific and technical activities and commercialization of the results of scientific and (or) scientific and technical activities, financing of scientific organizations engaged in fundamental scientific research (hereinafter referred to as the rules for financing science);

20) organizes state accounting of scientific, scientific and technical projects and programs, projects for commercialization of the results of scientific and (or) scientific and technical activities financed from budgetary funds, as well as from the funds of subsurface users within the framework of obligations of subsurface users in the field of science, and reports on their implementation;

21) approves and publishes reports on completed scientific, scientific and technical projects and programs funded from budgetary funds, with the exception of scientific, scientific and technical projects and programs formed within the framework of the state defense order;

22) monitors the implementation of programs to promote the commercialization of the results of scientific and (or) scientific and technical activities;

23) develops and approves the rules for the organization of scientific research and development, financed from budgetary funds and within the framework of tax benefits provided;

24) holds annual contests for the authors of the most important and widely used inventions.;

25) develops and approves standard rules of scientific ethics;

26) determines the organization (administrator) that implements (implements) a set of measures for the organization of scientific internships;

27) develops and approves rules for the organization and conduct of scientific research and development work on the basis of public-private partnership;

28) develops and approves the rules for the accreditation of subjects of scientific and (or) scientific and technical activities;

29) develops and approves a model regulation on scientific laboratories for collective use;

30) develops and approves a model provision on the dissertation council;

31) develops and approves the rules for awarding degrees;

32) develops and approves the rules for the selection of applicants and passing scientific internships;

33) develops and approves the rules for awarding academic titles (associate Professor, professor);

34) develops and approves requirements for leading scientists, whose salaries are provided within the framework of basic funding;

35) develops and approves the rules for the state registration of dissertations defended for the degree of Doctor of Philosophy (PhD), doctor in profile;

36) develops and approves the classifier of scientific directions;

37) develops and approves regulations on national scientific councils;

38) develops and approves the regulations on the appeals Commission;

39) develops and approves a model regulation on the scientific and technical council;

40) provides methodological support for the commercialization of the results of scientific and (or) scientific and technical activities;

41) develops and approves a methodology for the cost of services provided by Kazakhstani experts for conducting state scientific and technical expertise, expertise of commercialization projects, and assessment of the validity of the amount of funding requested;

42) develops and approves regulations on monitoring the implementation of scientific, scientific and technical projects and programs, projects for commercialization of the results of scientific and (or) scientific and technical activities at the stages of their implementation and completion;

43) develops and approves a methodology for determining the cost of support services for grant financing of commercialization of the results of scientific and (or) scientific and technical activities;

44) develops and approves regulatory legal acts in the field of science and scientific and technical activities in accordance with the goals and objectives of this Law and the legislation of the Republic of Kazakhstan;

45) exercise other powers provided for by this Law, other laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.

This Law regulates public relations in the field of science, scientific and (or) scientific and technical activities, commercialization of the results of scientific and (or) scientific and technical activities, defines the basic principles and mechanisms of functioning and development of the national scientific system of the Republic of Kazakhstan.
