The Government of the Republic of Kazakhstan in the field of science, scientific and (or) scientific and technical activities:

1) develops the main directions of state policy in the field of science, scientific and technical activities, as well as scientific and technological policy in the field of science and organizes its implementation;

2) determines the priority areas of science, scientific and technical activities in accordance with the priorities of socio-economic development, as well as priority areas of strategic, fundamental and applied scientific research in the Republic of Kazakhstan;

3) establishes the Higher Scientific and Technical Commission of the Republic of Kazakhstan under the Government of the Republic of Kazakhstan (hereinafter referred to as the Higher Scientific and Technical Commission) and approves its position and composition;

4) creates a National Center for State Scientific and Technical Expertise;

5) assigns the status of a research university and approves a program for its development;

6) performs other functions assigned to him by the Constitution of the Republic of Kazakhstan, this Law, other laws of the Republic of Kazakhstan and acts of the President of the Republic of Kazakhstan.

This Law regulates public relations in the field of science, scientific and (or) scientific and technical activities, commercialization of the results of scientific and (or) scientific and technical activities, defines the basic principles and mechanisms of functioning and development of the national scientific system of the Republic of Kazakhstan.
