1. The main activities in the field of architecture, urban planning and construction should ensure public, public and private interests in this area.:

1) state interests – the interests of society as a whole to ensure the conditions for sustainable development of regions, cities, rural settlements, active mobility, functioning of life support systems, transport and engineering communications, communications and energy, environmental protection, preservation of historical and cultural heritage sites;

2) public interests – the interests of the population of certain regions, cities, and rural settlements in ensuring favorable living conditions (stay) in this territory, improving the environmental situation, preventing dangerous (harmful) impacts as a result of economic and other activities, developing the infrastructure of settlements and adjacent territories, and preserving historical and cultural heritage sites, natural landscapes;

3) private interests – interests of individuals and legal entities in connection with the implementation of architectural, urban planning and construction activities on their land plots.

If the architectural, urban planning and construction activities of individuals and legal entities make it impossible to use, own or dispose of a construction object belonging to them (used by them) (land or other immovable property), it is subject to restriction in accordance with the laws of the Republic of Kazakhstan.

2. Architectural, urban planning and construction activities are expressed in:

1) conducting engineering surveys for use in urban planning and construction purposes;

2) development, coordination, examination and approval of urban planning, architectural, construction and design estimates in accordance with the established procedure;

3) construction of new ones, as well as expansion, technical re-equipment, modernization, reconstruction, restoration, renovation and major repairs of construction facilities, engineering and transport communications;

4) engineering preparation of the territory, construction of landscaping and landscaping facilities, planning and engineering preparation of the road network, construction of facilities and development of measures to improve road safety and provide necessary conditions for pedestrians, mopeds, electric scooters, bicycles, small electric vehicles and public transport;

5) conservation of an unfinished construction site;

6) carrying out a complex of works on the postutilization of construction facilities;

7) conducting scientific research, experimental work and using their results in the field of architecture, urban planning and construction;

8) implementation of architectural and construction control and supervision;

9) attraction and provision of engineering services;

10) establishment of requirements ensuring safety in architectural, urban planning and construction activities.

Real The Code regulates public relations related to the implementation of architectural, urban planning and construction activities in the Republic Kazakhstan, the formation of a full-fledged human habitat and vital activity, planning and development of settlements, interuniverse territories, ensuring the safety of construction sites at all stages of their life cycle.
