1. The Constitution of the Republic of Kazakhstan, this Law and other regulatory legal acts of the Republic of Kazakhstan constitute the legal basis of operational investigative activities.

1-1. If an international treaty ratified by the Republic of Kazakhstan establishes rules other than those contained in this Law, the rules of the international treaty shall apply. 2. The bodies carrying out operational search activities, in coordination with the Prosecutor General of the Republic, shall issue, within their competence, on the basis of this Law, normative legal acts regulating the organization and tactics of conducting operational search activities.

This Law defines the content of operational investigative activities carried out on the territory of the Republic of Kazakhstan and establishes a system of legal guarantees of legality in its conduct.
