1. The status of a National maritime carrier is assigned by the authorized body to legal entities of the Republic of Kazakhstan that have vessels (tankers, dry cargo ships, ferries, container ships) registered in the international ship registry of the Republic of Kazakhstan for international transportation, in accordance with the procedure and conditions determined by the authorized body.

2. National Maritime Carrier:

1) provides services for the maritime transportation of passengers, baggage, mail, and cargo in international traffic, including socially significant, strategic, humanitarian, and special cargo;

2) participates in rescue operations and liquidation of oil and petroleum product spills from ships within the territorial waters of the Republic of Kazakhstan on a contractual basis;

3) takes measures to develop the Kazakh merchant fleet;

4) participates in the training of national maritime transport specialists;

5) participates in the implementation of international treaties in the field of merchant shipping.

The Law of the Republic of Kazakhstan dated January 17, 2002 No. 284.

This Law defines the legal, organizational, economic and international foundations of public administration in the field of merchant shipping and regulates relations related to the transportation of passengers, baggage and cargo, ensuring safety in maritime transport and environmental protection.
