1. The main purpose of this Law is to create conditions for the formation, development and functioning of the city of Turkestan as a spiritual, historical, cultural, tourist center and architectural heritage of the Republic of Kazakhstan.

2. The main objectives of this Law are:

1) creation of an effective management system, preservation, and maintenance of the integrity of historical and cultural monuments and objects of historical and cultural heritage of the city of Turkestan, including those located in the protected areas of the mausoleum of Khoja Ahmed Yasawi;

2) planning and management of archaeological and scientific restoration works on historical and cultural monuments on the territory of the mausoleum of Khoja Ahmed Yasawi and its protected areas;

3) preservation, development, revival of historical and cultural heritage and development of national handicrafts;

4) scientific support of the decisions taken on the protection and use of objects of historical and cultural heritage of the city of Turkestan;

5) development of international cooperation of the city of Turkestan.

3. The basic principles of this Law are:

1) priority of preservation of objects of historical and cultural heritage of the city of Turkestan;

2) preservation of the significance of historical and cultural heritage sites of the city of Turkestan;

3) protection of the sacred significance and sanctity of spiritual and cultural values and objects of historical and cultural heritage of the city of Turkestan.

This Law regulates the legal basis of the special status of the city of Turkestan and is aimed at its preservation, study and promotion as a unique heritage.
