Article 3. The main objectives and principles of civil protection of the Law on Civil Protection
1. The main objectives of civil protection are:
1) prevention and elimination of emergency situations and their consequences;
2) rescue and evacuation of people in case of emergency situations through emergency rescue and emergency operations in peacetime and wartime;
3) creation of civil protection forces, their training and maintenance in constant readiness;
4) training of specialists of central and local executive bodies, state bodies directly subordinate and accountable to the President of the Republic of Kazakhstan, organizations and public education;
5) accumulation and maintenance of the necessary fund of protective structures, stocks of personal protective equipment and other property of civil defense;
6) informing and notifying the public and civil protection management bodies in advance if there is a forecast of the threat of an emergency and (or) promptly in case of an emergency;
7) protection of food, water sources (places of water intake for household and drinking purposes), food raw materials, forage, animals and plants from radioactive, chemical, bacteriological (biological) contamination, epizootics and epiphytotics;
8) ensuring industrial, fire and seismic safety;
9) creation, development and maintenance of alert and communication systems in constant readiness;
10) monitoring, development and implementation of measures to reduce the impact or eliminate the hazards of modern weapons;
11) ensuring the formation, storage and use of the state reserve.
2. The basic principles of civil protection are:
1) organization of the civil protection system according to the territorial-sectoral principle;
2) minimizing threats and damage to citizens and society from emergency situations;
3) constant readiness of civil protection forces and facilities for rapid response to emergencies, civil defense and emergency rescue and emergency operations;
4) publicity and informing the public and organizations about predicted and emerging emergency situations, measures taken to prevent and eliminate them, including the elimination of their consequences;
5) justified risk and safety during rescue and emergency operations.

This Law regulates public relations arising in the process of carrying out civil protection measures and is aimed at preventing and eliminating natural and man-made emergencies and their consequences, providing emergency medical and psychological assistance to the population in the emergency zone, ensuring fire and industrial safety, and also defines the main tasks and organizational principles of building and the functioning of the civil defense of the Republic of Kazakhstan, the formation of, storage and use of the state material reserve, organization and activities of emergency services and formations.
