1. The main objectives of this Law are the development of science, the implementation of scientific and technological policy for the implementation of scientific achievements to ensure the competitiveness of the country and the intersectoral coordination of scientific and (or) scientific, technical and innovative activities.

2. This Law is based on the principles of:

1) transparency in the interaction of all participants in the process;

2) creation of favorable conditions for the implementation of the state scientific and technological policy in the field of science;

3) guaranteeing the rights and legitimate interests of persons involved in obtaining the results of scientific and (or) scientific and technical activities, and generating income;

4) economic stimulation of science, scientific and technical activities in priority sectors of the economy;

5) integration of efforts of education, science, production and development institutions.

3. The objectives of this Law are achieved by solving the following tasks::

1) formation of the state scientific and technological policy and state regulation of relations in the field of science and technology;

2) effective functioning of science and implementation of scientific and technological policy;

3) development of fundamental and applied scientific research;

4) raising the status of researchers and scientific organizations;

5) integration of science with production;

6) personnel, logistical, scientific, technical and information support of science.

This Law regulates public relations in the field of science, scientific and (or) scientific and technical activities, commercialization of the results of scientific and (or) scientific and technical activities, defines the basic principles and mechanisms of functioning and development of the national scientific system of the Republic of Kazakhstan.
