1. The purpose of state regulation in the field of digital assets is to develop activities for the issuance and turnover of digital assets, digital mining in the Republic of Kazakhstan for the economic development and competitiveness of the Republic of Kazakhstan.

2. Government regulation in the field of digital assets is based on the following principles:

1) legality;

2) respect for the rights, freedoms and legitimate interests of individuals, as well as the rights and legitimate interests of legal entities;

3) equality of the rights of individuals and legal entities to participate in activities in the field of digital assets and use its results;

4) freedom to search, form and transfer any electronic information resources, access to which is not restricted in accordance with the laws of the Republic of Kazakhstan;

5) ensuring the security of individuals, society and the state in the use, release of digital assets and digital mining;

6) creating conditions for the development of the sphere of issuance, use of digital assets, digital mining, as well as fair competition.
