Article 3. Main activities in the field of architecture, urban planning and construction of the Law on Architectural, Urban Planning and Construction Activities in the Republic of Kazakhstan
1. The main areas of activity in the field of architecture, urban planning and construction should ensure public, public and private interests in this area.:
1) state interests – the interests of society as a whole in ensuring the conditions for sustainable development of regions, cities, towns, villages (villages) and other settlements, territorial transport planning and traffic management, functioning of life support systems, transport and engineering communications, communications and energy, environmental protection, preservation of historical and cultural heritage sites;
2) public interests - the interests of the population of certain regions, cities, towns, villages and other settlements in ensuring favorable living conditions (stay) in this territory, improving the environmental situation, preventing dangerous (harmful) impacts as a result of economic and other activities, developing the infrastructure of settlements and adjacent territories, preserving historical sites-cultural heritage, natural values;
3) private interests - interests of individuals and legal entities in connection with the implementation of architectural, urban planning and construction activities on their land plots.
If the urban planning and architectural and construction activities of citizens and legal entities create inconveniences or the impossibility of using, owning or disposing of an object belonging to them (used by them) (land or other immovable property), it is subject to restriction.
2. Architectural, urban planning and construction activities consist of:
1) conducting engineering surveys for construction, using the National Spatial Data Fund for architectural, urban planning and construction purposes ;
2) preparation of justifications, forecasts, documents of the State planning System of the Republic of Kazakhstan in the field of architecture, urban planning and construction;
3) development, coordination, examination and approval in accordance with the established procedure of urban planning, architectural, construction and other design (design and estimate) documentation;

4) construction of new ones, as well as expansion, technical re-equipment, modernization, reconstruction, restoration, renovation and major repairs of existing structures, buildings, structures, engineering and transport communications;
5) engineering preparation of the territory, construction of landscaping facilities and landscaping;
6) conservation of construction of unfinished facilities;
7) carrying out a complex of works on the postutilization of objects;
8) conducting scientific research, experimental work and using their results in the field of architecture, urban planning and construction;
9) implementation of urban planning and architectural and construction control and supervision;
10) attraction and provision of engineering services;
11) the establishment of safety requirements in the field of architectural, urban planning and construction activities.
The Law of the Republic of Kazakhstan dated July 16, 2001 No. 242.
This Law regulates the relations that arise between government agencies, individuals and legal entities in the process of carrying out architectural, urban planning and construction activities in the Republic of Kazakhstan, and is aimed at creating a full-fledged habitat and human activity, sustainable development of settlements and interuniverse territories.
