1. The objectives of the legislation of the Republic of Kazakhstan on architectural, urban planning and construction activities are:

1) formation of an effective management system in the field of architecture, urban planning and construction;

2) ensuring an inclusive, favorable and comfortable environment for all categories of the population, including providing low-mobility groups with conditions for unhindered access to social, transport, industrial and other construction facilities.;

3) transparency, accessibility and fairness in the implementation of state policy in the field of architecture, urban planning and construction;

4) establishment of safety requirements in architectural, urban planning and construction activities;

5) organization of architectural and construction control and supervision;

6) development of scientific and scientific-technical activities, training and advanced training of employees in the field of architecture, urban planning and construction.

2. The objectives of the legislation of the Republic of Kazakhstan on architectural, urban planning and construction activities are:

1) ensuring control and supervision at all stages of the construction activity life cycle;

2) automation of simplification of procedures and implementation of digital systems in the field of architecture, urban planning and construction;

3) ensuring integrated and sustainable development of the territory of settlements;

4) creating conditions for attracting investments in architecture, urban planning and construction;

5) improvement of the architectural appearance of settlements, as well as modernization and development of engineering and communication networks;

6) improving the tools for shaping and transforming the territories of settlements, as well as improving the state of the environment;

7) ensuring the use of materials, equipment, products and structures of Kazakhstani origin in construction.

3. The principles of the legislation of the Republic of Kazakhstan on architectural, urban planning and construction activities are:

1) legality, equality and inadmissibility of restrictions on the rights of subjects of architectural, urban planning and construction activities;

2) balanced consideration of environmental, economic, social and other factors in the implementation of architectural, urban planning and construction activities;

3) ensuring transparency and full participation of individuals and legal entities in resolving issues in the field of architectural, urban planning and construction activities;

4) creating conditions for the development of self-regulation in the field of architectural, urban planning and construction activities;

5) consideration of all factors and interrelations in the development of urban planning documentation and compliance with their requirements in the preparation of construction projects and development of the territory.

Real The Code regulates public relations related to the implementation of architectural, urban planning and construction activities in the Republic Kazakhstan, the formation of a full-fledged human habitat and vital activity, planning and development of settlements, interuniverse territories, ensuring the safety of construction sites at all stages of their life cycle.
