Article 3. Classification of motor roads of the Law On Motor Roads  

     1. Highways of the Republic of Kazakhstan are divided into public highways, commercial highways, as well as streets of settlements.  

     2. Public roads are divided by their significance into highways of international, national, regional and district significance.:  

     1) highways of international importance include highways connecting the capitals of neighboring States, as well as those included in the international highway network in accordance with interstate agreements.;  

      2) highways of national significance include highways providing transport links between major administrative, cultural and economic centers of the republic and neighboring states, as well as highways of defense significance, with the exception of those specified in subparagraph 1);  

      2-1) excluded by the Law of the Republic of Kazakhstan dated December 28, 2010 No. 369-IV (effective after ten calendar days after its first official publication);

      3) highways of regional significance include highways connecting the administrative centers of the republic with regional, district centers and tourist facilities located outside populated areas, as well as district centers with roads of national significance, with the exception of those specified in subitems 1) and 2);  

      4) highways of regional significance include highways connecting district centers with rural settlements and tourist facilities located outside of settlements.  

     3. Economic highways include highways on the territory of economic entities that serve their industrial and economic transportation, access roads to them from public roads, on-farm roads of agricultural organizations, official, patrol and private highways.  

     4. The streets of localities include highways within the respective administrative-territorial units, with the exception of the roads specified in subitems 1)-4) of paragraph 2 of this article.  

     5. Depending on the geometric parameters, as well as the intensity of traffic, highways are classified in accordance with the technical regulations in the field of highways.  

     6. Excluded by the Law of the Republic of Kazakhstan dated 09/29/2014 No. 239-V (effective ten calendar days after the date of its first official publication).

     7. Lists of highways of regional significance are approved by the local executive bodies of the regions in coordination with the authorized state body on highways.  

     The list of city streets is approved by the local executive body of the city.  

     Lists of highways of regional significance are approved by local executive bodies of districts (cities of regional significance) in coordination with local executive bodies of regions.

     8. Public roads, commercial highways, and streets of populated areas are subject to state registration in accordance with the procedure established by the authorized state body for highways. Accounting data is used to generate maps and atlases of highways of the Republic of Kazakhstan, published in coordination with the authorized state body on highways.

The Law of the Republic of Kazakhstan dated July 17, 2001 No. 245.

      This Law regulates the legal, organizational and economic foundations of the state management of highways in the Republic of Kazakhstan, their construction, operation and development in the interests of the state and users of highways.
