1. During the independent operation of the main pipeline, as well as during the entire period of its conservation, the owner of the main pipeline has the right:

1) monitor the performance of maintenance, repair, security, technical diagnostics and inspection of the main pipeline;

2) initiate the involvement of design organizations responsible for erroneous design decisions;

3) require construction organizations to carry out pre-launch diagnostics on the main pipeline and an executive survey;

4) verify the accuracy of information on the preparation of products supplied by the sender for transportation via the main pipeline, and their quality compliance with established requirements.

2. During the independent operation of the main pipeline, as well as during the entire period of its conservation, the owner of the main pipeline must:

1) to ensure the continuous, proper and efficient functioning of the main pipeline for the purpose of transporting products through it;

2) take the necessary measures to ensure the safety of products located in the main pipeline;

3) take measures to prevent and eliminate accidents and incidents;

4) ensure that technical diagnostics and inspection of the main pipeline are carried out in order to maintain its serviceable technical condition;

5) to carry out industrial environmental control;

6) to ensure the maintenance and repair of the main pipeline in operation;

7) ensure compliance with the requirements for emergency prevention, industrial, environmental and fire safety, and physical protection of the main pipeline;

8) have reserves of material and financial resources for localization and elimination of consequences of accidents;

9) carry out coordinated actions with organizations operating engineering communications running in a single technical corridor;

10) perform other activities established by the legislation of the Republic of Kazakhstan.

The Law of the Republic of Kazakhstan dated June 22, 2012 No. 20-V.

This Law regulates public relations arising during the design, construction, operation, conservation and liquidation of the main pipeline, and is aimed at ensuring efficient, reliable and safe operation of the main pipeline.
