1. The legislation of the Republic of Kazakhstan on identity documents is based on the Constitution of the Republic of Kazakhstan and consists of this Law and other regulatory legal acts of the Republic of Kazakhstan.

2. International treaties ratified by the Republic of Kazakhstan have priority over this Law. The procedure and conditions of operation in the territory of the Republic of Kazakhstan of international treaties to which the Republic of Kazakhstan is a party are determined by the legislation of the Republic of Kazakhstan.

3. The legal relations regulated by the legislation of the Republic of Kazakhstan on identity documents are not subject to the legislation of the Republic of Kazakhstan on public procurement regarding the purchase of goods, works, and services for the production of identity documents specified in subitems 1), 2), 3) and 4) of the first part of paragraph 1 of Article 6 of this Law, accumulation and maintenance of an integrated database of the document production system, automation of work on accounting for migration processes, development of, implementation and maintenance of software and hardware products for law enforcement agencies.

The Law of the Republic of Kazakhstan dated January 29, 2013 No. 73-V.

This Law defines the legal basis of identity documents, establishes requirements for their registration, and regulates activities related to the production, issuance, replacement, delivery, seizure and destruction of identity documents.
