Article 2. Legislation of the Republic of Kazakhstan in the field of recognition of professional qualifications The Law on Professional Qualifications
1. The legislation of the Republic of Kazakhstan in the field of recognition of professional qualifications is based on the Constitution of the Republic of Kazakhstan, consists of this Law and other regulatory legal acts of the Republic of Kazakhstan.
2. International treaties ratified by the Republic of Kazakhstan have priority over this Law. The procedure and conditions of operation in the territory of the Republic of Kazakhstan of international treaties to which the Republic of Kazakhstan is a party are determined by the legislation of the Republic of Kazakhstan.
3. This Law does not apply to:
1) civil servants, including those serving in law enforcement, service in special government agencies, military personnel;
2) employees of the National Bank of the Republic of Kazakhstan and its departments, the authorized body for regulation, control and supervision of the financial market and financial organizations;
3) judges;
4) deputies of the Parliament of the Republic of Kazakhstan, deputies of maslikhats.
4. Foreigners and stateless persons have the right to undergo the procedure of professional qualifications recognition in accordance with this Law, unless otherwise provided by the Constitution, laws of the Republic of Kazakhstan and international treaties.

This Law regulates public relations in the field of recognition of professional qualifications within the framework of the National Qualifications System.
