Article 2-1. Fundamentals of the organization of local self-government of the Law on Local Public Administration and Self-Government in the Republic of Kazakhstan

     1. Local self-government is carried out separately within the region, district, city, district in the city, rural district, settlement and village, which is not part of the rural district.  

     2. Local self-government is carried out by members of the local community directly, as well as through maslikhats and other local self-government bodies.  

     The akim of a region, district, city, district in a city, rural district, settlement, and village that is not part of a rural district, along with the functions of public administration, performs the functions of local governments.  

     3. The form of activity of the local community is a gathering of the local community and a meeting of the local community.

The Law of the Republic of Kazakhstan dated January 23, 2001 No. 148.

        This Law, in accordance with the Constitution of the Republic of Kazakhstan, regulates public relations in the field of local government and self-government, defines the competence, organization, and order of activity of local representative and executive bodies, as well as the legal status of deputies of maslikhats.
