The competence of akims of a city of regional significance, settlement, village, rural districts in the field of regulating land relations within the boundaries of a city, village, rural settlement includes:

1) the provision of land plots for private ownership and land use, with the exception of the cases provided for in Articles 13 and 16 of this Code;

1-1) establishment of public easements in accordance with Article 69 of this Code;

2) making proposals to the district (city) akimat on the issue of land acquisition, including for state needs;

2-1) excluded by the Law of the Republic of Kazakhstan dated 07/20/2011 No. 464-IV (effective after ten calendar days after its first official publication); 3) excluded by the Law of the Republic of Kazakhstan dated 01/10/2006 No. 116 (for the procedure of entry into force, see art. 2 of the Law N 116);

4) ensuring the implementation of the Pasture Management and Use Plan and submitting an annual progress report on its implementation to the local government body (local community meeting);

4-1) is excluded by the Law of the Republic of Kazakhstan dated June 30, 2021 No. 59-VII (effective from 01.01.2022).

5) publication in the mass media, distributed in the relevant territories, of annual reports on the implementation of the Pasture Management and Use Plan;

6) excluded by the Law of the Republic of Kazakhstan dated June 30, 2021 No. 59-VII (effective from 01.01.2022). 7) excluded by the Law of the Republic of Kazakhstan dated June 30, 2021 No. 59-VII (effective from 01.01.2022).

4-2) implementation of plans for the development and reconstruction of pasture infrastructure facilities;

4-3) implementation of action plans to combat degradation and desertification of pastures;

4-4) implementation of action plans for irrigation of pastures;

The competence of the akim of the city of regional significance also includes the approval of the list of state bodies and other organizations to coordinate the scheme of allotment of land in accordance with the standard list.
