The management of scientific and (or) scientific and technical activities is based on the following principles:

1) priorities of scientific and (or) scientific and technical activities;

2) transparency, objectivity and equality of subjects of scientific and (or) scientific and technical activities;

3) the objectivity and independence of the expertise of scientific, scientific and technical projects and programs;

4) economic efficiency and effectiveness of scientific research;

5) integration of science, education and production;

6) stimulating the commercialization of the results of scientific and (or) scientific and technical activities;

7) Technology transfer.

This Law regulates public relations in the field of science, scientific and (or) scientific and technical activities, commercialization of the results of scientific and (or) scientific and technical activities, defines the basic principles and mechanisms of functioning and development of the national scientific system of the Republic of Kazakhstan.
