Article 18. The rights and obligations of individuals in the field of civil protection of the Law on Civil Protection
1. Individuals have the right to:
1) to receive information in advance about the risk of occurrence of dangerous factors of emergency situations to which they may be exposed, and about necessary safety measures;
2) apply personally, send individual and collective appeals to state bodies and local self-government bodies of the Republic of Kazakhstan on the protection of citizens, facilities from emergency situations and the consequences caused by them;
3) take part in measures to prevent and eliminate emergency situations and their consequences within the limits established by the laws of the Republic of Kazakhstan;
4) use collective and individual protective equipment and other property intended for the protection of citizens in the cases provided for by this Law.;
5) compensation for damage caused to their health and damage to property as a result of natural and man-made emergencies in accordance with the procedure established by the legislation of the Republic of Kazakhstan;
6) to protect life, health and personal property in case of emergency situations;
7) social security in cases of disability due to injury or illness, loss of a breadwinner who died or died from injury or illness, if they occurred as a result of fulfilling duties to eliminate emergency situations and their consequences, in accordance with the legislation of the Republic of Kazakhstan;
8) file lawsuits in court for compensation for damage caused to their health and property as a result of natural and man-made emergencies.
2. Individuals are required to:
1) comply with the legislation of the Republic of Kazakhstan in the field of civil protection;
2) inform the 112 unified duty and dispatch service about threats or emergencies that have become known to them.;
3) know and follow the procedure for the alert signal "Attention everyone!";
4) undergo training in civil protection;
5) to observe safety measures in everyday life and daily work and economic activities, to prevent violations of industrial and technological discipline, safety requirements that may lead to emergency situations;
6) before the arrival of fire service units, take all possible measures to save people, property and extinguish fires.;
7) provide assistance to the fire service in extinguishing fires, not directly related to their extinguishing;
8) comply with the regulations and legal requirements of state inspectors and civil protection authorities;
9) take part in ongoing exercises and trainings to eliminate emergencies and their consequences, and take care of the means of protecting the public and facilities.

3. Individuals working at hazardous production facilities, in addition to paragraph 2 of this Article, must:
1) comply with the requirements of industrial and fire safety;
2) immediately inform the administration of the organization about accidents and incidents at a hazardous production facility, and in case of fires, notify the fire service about them.;
3) undergo training and instruction, retraining, and knowledge testing on fire and industrial safety issues;
4) provide assistance to the accident investigation commission.
4. Foreigners and stateless persons enjoy the rights and duties in the field of civil protection established for citizens of the Republic of Kazakhstan, unless otherwise provided by the laws of the Republic of Kazakhstan and international treaties.

This Law regulates public relations arising in the process of carrying out civil protection measures and is aimed at preventing and eliminating natural and man-made emergencies and their consequences, providing emergency medical and psychological assistance to the population in the emergency zone, ensuring fire and industrial safety, and also defines the main tasks and organizational principles of building and the functioning of the civil defense of the Republic of Kazakhstan, the formation of, storage and use of the state material reserve, organization and activities of emergency services and formations.
