Article 18. Conditions for equipping private security organizations with weapons and special equipment of the Law on Security Activities

      1. Private security organizations have the right, in accordance with the procedure established by the laws of the Republic of Kazakhstan, to arm their employees holding the position of a security guard in the exercise of their official duties.  

     2. Private security organizations have the right to purchase service smoothbore long–barreled and short-barreled weapons, as well as firearms without barrels, gas weapons with the ability to fire traumatic cartridges and electric weapons in accordance with the legislation of the Republic of Kazakhstan, special means from legal entities - suppliers after obtaining the appropriate license. The types, types, models and quantity of weapons, as well as the list of special means for use by employees of private security organizations, are approved by the authorized body.

     Private security organizations are prohibited from purchasing and using service rifled long-barreled and short-barreled weapons, with the exception of security organizations established by national companies operating in the field of mainline railway networks, main pipelines, oil refining and nuclear energy.

     3. The acquired weapon is subject to registration with the relevant internal affairs body within one week from the date of its purchase. When registering a weapon, a permit is issued for the storage, storage and carrying of these weapons for a period of five years on the basis of documents confirming the legality of the acquisition of weapons.

     The permit form is approved by the authorized body in the field of arms control in coordination with the authorized body in the field of permits and notifications and the authorized body in the field of informatization.

     4. A security guard of a private security organization must obtain a permit for the right to store and carry weapons and special equipment in accordance with the procedure established by the legislation of the Republic of Kazakhstan.

     5. Service dogs can be used to protect facilities and patrol.  

     6. The heads of security organizations, in accordance with the procedure established by law, transfer weapons to full-time employees holding the position of a security guard for the period of their official duties. Weapons are issued after employees have completed appropriate training.  

 

 

The Law of the Republic of Kazakhstan dated October 19, 2000 No. 85.

      This Law establishes the legal basis of security activities in the territory of the Republic of Kazakhstan, defines the status and powers of subjects engaged in security and security activities.
