Article 18. Competence of local executive bodies of the Criminal Executive Code of the Republic of Kazakhstan

1. Local executive bodies of the region, city of republican significance, capital, district, city of regional significance of the Republic of Kazakhstan:

1) form consultative and advisory bodies to facilitate the activities of institutions and bodies executing criminal penalties and other measures of criminal legal impact, as well as the organization of social and other assistance to persons who have served criminal sentences;

2) establish job quotas for persons registered with the probation service, as well as persons released from institutions;

3) organize the process related to the provision of social and legal assistance to persons in respect of whom probation is applied, in accordance with the legislation of the Republic of Kazakhstan;

4) ensure the provision of special social services to persons who are subject to probation, recognized as persons in a difficult life situation, in accordance with the legislation of the Republic of Kazakhstan on special social services;

5) provide measures to promote employment for persons released from institutions, as well as those registered with the probation service;

5-1) promote the employment of convicts serving sentences in institutions of the penal system, in accordance with the legislation of the Republic of Kazakhstan;

5-2) organize the provision of medical care to persons held in institutions;

5-3) organize medical organizations in the penal system (somatic, psychiatric and tuberculosis hospitals (departments), organizations providing outpatient care) to provide medical care to convicts;

6) provide, with the consent of parents or other legal representatives, the referral of minors with disabilities who are registered with the probation service for psychological, medical and pedagogical consultations;

7) exercise other powers in the field of providing social assistance and other assistance to persons released from institutions, as well as those registered with the probation service, in accordance with the legislation of the Republic of Kazakhstan;

8) exercise, in the interests of local government, other powers assigned to local executive bodies by the legislation of the Republic of Kazakhstan.

2. The akim of a district in a city, city of district significance, settlement, village, rural district provides social and legal assistance to persons subject to probation in accordance with the legislation of the Republic of Kazakhstan.
