Foreign citizens, as well as foreign citizens who have received a residence permit and arrive in the Republic of Kazakhstan as their historical Homeland, enjoy the same rights and duties as citizens of the Republic of Kazakhstan in carrying out individual housing construction and operating individual residential buildings, unless otherwise specified by the current legislation of the Republic of Kazakhstan.

Stateless persons permanently residing in the Republic of Kazakhstan enjoy the same rights and duties as citizens of the Republic of Kazakhstan when carrying out individual housing construction and operation of individual residential buildings.

The Law of the Republic of Kazakhstan dated November 3, 1994 No. 213.

The purpose of this Law is to create a legal framework for regulating relations between the state, local executive bodies and citizens of the Republic of Kazakhstan who act as developers (owners) of individual residential buildings in order to implement the constitutional right to housing.
