Article 17-2. Ensuring access to information for people with disabilities The Law on Access to Information
1. The State provides persons with disabilities with access to information in accordance with the legislation of the Republic of Kazakhstan by:
1) the issue of periodical, scientific, educational, reference, informational and fiction literature for persons with disabilities, including those published in relief-dotted Braille;
2) sign language translation or subtitling of at least one news television program in accordance with the legislation of the Republic of Kazakhstan;
3) compliance of the Internet resources of information holders with the national standard for ensuring accessibility of web content for persons with disabilities;
4) the adaptability of the Internet resources of government agencies and quasi-public sector entities for use by persons with disabilities with visual and/or hearing impairments;
5) free access to information stands and (or) other technical means of a similar purpose with information about the activities of the information holders;
6) posting on the Internet resource of the authorized body in the field of social protection of the population and territorial divisions of its departments up-to-date and complete information on social protection measures for persons with disabilities.
2. Sign language translation is used as a means of interpersonal communication, which is also used in educational programs for hearing-impaired children.

This Law regulates public relations resulting from the exercise of everyone's constitutional right to freely receive and disseminate information in any manner not prohibited by law.
