Article 16. The list of documents and materials necessary to resolve issues of the administrative-territorial structure within the regions of the Law on the Administrative-territorial Structure of the Republic of Kazakhstan
To resolve the issues of the administrative and territorial structure within the region, it is necessary:
1) a joint resolution of the representative and executive bodies, which resolves the issue on its merits;
2) protocols of the meeting of the local community concerning the substance of the issue being resolved;
3) an explanatory note containing a justification for the expediency of the proposed proposal, information about the territory being changed, the population, a list of settlements, industrial and other facilities, as well as all other information necessary to resolve the issue on its merits;
4) a schematic map with an indication of the new boundaries of settlements and other geographical data relevant to resolving the issue on its merits. The map is signed by the heads of the representative and executive bodies of the territory being modified;
5) an act of scientific expertise and economic calculations on the ongoing transformations and renaming.
It is not required to provide an act of scientific expertise in the case of the abolition of settlements that do not comply with the requirements set out in paragraphs 4) and 5) of Article 3 of this Law.
