If the amounts of value-added tax paid to suppliers for purchased inventory exceed the amounts of tax received from buyers for goods (works, services) sold, the resulting difference is offset against upcoming payments to the budget or reimbursed from the budget to the extent of the tax amounts paid in the reporting financial year.
