1. The design, construction, reconstruction, repair and maintenance of highways are carried out in accordance with established requirements and standards, using materials, instruments, equipment and measuring instruments approved for use in order to achieve high transport and operational performance of highways (speed, evenness, durability, increased safety conditions for vehicles).

2. Individuals and legal entities engaged in road activities are required to perform work in compliance with the requirements of the legislation of the Republic of Kazakhstan.

During the construction, reconstruction and repair of highways, the author's supervision is carried out by the developer of the design documentation, the production supervision is carried out by the contractor and the technical supervision of the construction, reconstruction, capital, medium and current repairs of highways is carried out by the customer independently or by involving organizations and experts with the appropriate certificate. Acceptance into operation of completed road works, except for works on current and average repair of highways, is carried out in accordance with the legislation of the Republic of Kazakhstan.

3. The performance of works on the design, construction, reconstruction, repair and maintenance of highways, as well as the provision of technical and author supervision services in violation of the requirements of the legislation of the Republic of Kazakhstan entail liability established by the laws of the Republic of Kazakhstan.

The Law of the Republic of Kazakhstan dated July 17, 2001 No. 245.

This Law regulates the legal, organizational and economic foundations of the state management of highways in the Republic of Kazakhstan, their construction, operation and development in the interests of the state and users of highways.
